    2         An act relating to support organizations; amending s.
    3         20.2551, F.S.; requiring the Department of
    4         Environmental Protection to submit a report to the
    5         Legislature by a specified date; providing
    6         requirements for the report; removing the scheduled
    7         repeal of provisions governing citizen support
    8         organizations established under the Department of
    9         Environmental Protection; amending s. 257.43, F.S.;
   10         removing the scheduled repeal of provisions governing
   11         the citizen support organization providing support for
   12         the Division of Library and Information Services of
   13         the Department of State; amending s. 258.015, F.S.;
   14         removing the scheduled repeal of provisions governing
   15         citizen support organizations established under the
   16         Department of Environmental Protection for the benefit
   17         of the state park system; amending s. 259.10521, F.S.;
   18         extending the scheduled repeal of the provisions
   19         governing the citizen support organizations operating
   20         to the benefit of the Babcock Ranch Preserve; amending
   21         s. 265.703, F.S.; removing the scheduled repeal of
   22         provisions governing citizen support organizations
   23         providing support for the Division of Cultural Affairs
   24         of the Department of State; amending s. 267.17, F.S.;
   25         removing the scheduled repeal of provisions governing
   26         citizen support organizations providing support for
   27         the Division of Historical Resources of the Department
   28         of State; amending s. 288.772, F.S.; revising a
   29         definition to conform to changes made by the act;
   30         repealing s. 288.809, F.S., relating to the Florida
   31         Intergovernmental Relations Foundation; requiring the
   32         Executive Office of the Governor and the foundation to
   33         ensure the satisfaction of the foundation’s remaining
   34         liabilities by a certain date; providing for the
   35         transfer of any remaining funds by a certain date;
   36         amending s. 379.223, F.S.; removing the scheduled
   37         repeal of provisions governing citizen support
   38         organizations established under the Fish and Wildlife
   39         Conservation Commission; creating s. 379.2231, F.S.;
   40         defining the terms “convicted” and “conviction”;
   41         authorizing a court to order persons convicted of
   42         certain violations to pay an additional assessment;
   43         authorizing a specified citizen support organization
   44         to post certain rewards; amending s. 413.615, F.S.;
   45         removing the future repeal of provisions governing the
   46         Florida Endowment Foundation for Vocational
   47         Rehabilitation; amending s. 570.691, F.S.; removing
   48         the scheduled repeal of provisions relating to direct
   49         support organizations of the Department of Agriculture
   50         and Consumer Services; amending s. 570.83, F.S.;
   51         extending the scheduled repeal of provisions governing
   52         the Florida Beef Council, Inc., direct-support
   53         organization; providing effective dates.
   54          
   55  Be It Enacted by the Legislature of the State of Florida:
   56  
   57         Section 1. Subsection (6) of section 20.2551, Florida
   58  Statutes, is amended to read:
   59         20.2551 Citizen support organizations; use of property;
   60  audit; public records; partnerships.—
   61         (6) REPORT REPEAL.—By December 1, 2019, the department
   62  shall submit a report to the President of the Senate and the
   63  Speaker of the House of Representatives which examines the
   64  financial transparency, accountability, and ethics of its
   65  citizen support organizations. The report must:
   66         (a) Include audits for the most recent 3 fiscal years for
   67  its citizen support organizations that are subject to audit
   68  requirements under s. 215.981. An audit conducted after March 1,
   69  2019, must be conducted in accordance with government auditing
   70  standards.
   71         (b) Demonstrate that its citizen support organizations
   72  within the Florida Coastal Office, as of November 1, 2018, are
   73  in compliance with ss. 20.058 and 20.2551.
   74         (c) Identify any citizen support organizations under
   75  paragraph (a) or paragraph (b) which are not in compliance with
   76  ss. 20.058 and 20.2551 and describe whether the department has
   77  terminated a contract with such organization.
   78         (d)Demonstrate how the contracts between the department
   79  and its citizen support organizations have been revised to
   80  comply with all relevant provisions of law This section is
   81  repealed October 1, 2019, unless reviewed and saved from repeal
   82  by the Legislature.
   83         Section 2. Subsection (4) of section 257.43, Florida
   84  Statutes, is amended to read:
   85         257.43 Citizen support organization; use of state
   86  administrative services and property; audit.—
   87         (4) REPEAL.—This section is repealed October 1, 2019,
   88  unless reviewed and saved from repeal by the Legislature.
   89         Section 3. Subsection (4) of section 258.015, Florida
   90  Statutes, is amended to read:
   91         258.015 Citizen support organizations; use of property;
   92  audit.—
   93         (4) REPEAL.—This section is repealed October 1, 2019,
   94  unless reviewed and saved from repeal by the Legislature.
   95         Section 4. Subsection (4) of section 259.10521, Florida
   96  Statutes, is amended to read:
   97         259.10521 Citizen support organization; use of property.—
   98         (4) REPEAL.—This section is repealed October 1, 2024 2019,
   99  unless reviewed and saved from repeal by the Legislature.
  100         Section 5. Subsection (4) of section 265.703, Florida
  101  Statutes, is amended to read:
  102         265.703 Citizen support organizations; use of state
  103  administrative services and property; audit.—
  104         (4) REPEAL.—This section is repealed October 1, 2019,
  105  unless reviewed and saved from repeal by the Legislature.
  106         Section 6. Subsection (4) of section 267.17, Florida
  107  Statutes, is amended to read:
  108         267.17 Citizen support organizations; use of state
  109  administrative services and property; audit.—
  110         (4) REPEAL.—This section is repealed October 1, 2019,
  111  unless reviewed and saved from repeal by the Legislature.
  112         Section 7. Subsection (1) of section 288.772, Florida
  113  Statutes, is amended to read:
  114         288.772 Definitions.—For purposes of ss. 288.771-288.778:
  115         (1) “Account” means the Florida Export Finance Corporation
  116  account in the Florida Intergovernmental Relations Foundation,
  117  Inc.
  118         Section 8. Effective October 1, 2019, section 288.809,
  119  Florida Statutes, is repealed.
  120         Section 9. The Executive Office of the Governor and the
  121  Florida Intergovernmental Relations Foundation, created pursuant
  122  to s. 288.809, Florida Statutes, shall ensure that any
  123  liabilities of the foundation are satisfied by September 1,
  124  2019. Any funds of the foundation remaining following
  125  satisfaction of any liabilities must be transferred to the
  126  Florida International Trade and Promotion Trust Fund within the
  127  Department of Economic Opportunity by September 15, 2019.
  128         Section 10. Subsection (4) of section 379.223, Florida
  129  Statutes, is amended to read:
  130         379.223 Citizen support organizations; use of state
  131  property; audit.—
  132         (4) This section is repealed October 1, 2019, unless
  133  reviewed and saved from repeal by the Legislature.
  134         Section 11. Section 379.2231, Florida Statutes, is created
  135  to read:
  136         379.2231 Additional assessment; Wildlife Alert Reward
  137  Association, Inc.—
  138         (1) As used in this section, the term “convicted” or
  139  “conviction” means any judicial disposition other than acquittal
  140  or dismissal.
  141         (2)In addition to any other penalty provided by law, a
  142  court may order a person who is convicted of a violation of this
  143  chapter or of a rule or order of the commission to pay an
  144  assessment directly to Wildlife Alert Reward Association, Inc.
  145         (3) Wildlife Alert Reward Association, Inc., may pay a
  146  reward, from the funds assessed pursuant to subsection (2), to a
  147  person who provides information leading to the arrest of an
  148  individual or individuals for a violation of this chapter or of
  149  a rule or order of the commission.
  150         Section 12. Subsection (14) of section 413.615, Florida
  151  Statutes, is amended to read:
  152         413.615 Florida Endowment for Vocational Rehabilitation.—
  153         (14)REPEAL.—This section is repealed October 1, 2019,
  154  unless reviewed and saved from repeal by the Legislature.
  155         Section 13. Subsection (10) of section 570.691, Florida
  156  Statutes, is amended to read:
  157         570.691 Direct-support organization.—
  158         (10) This section is repealed October 1, 2019, unless
  159  reviewed and saved from repeal by the Legislature.
  160         Section 14. Subsection (14) of section 570.83, Florida
  161  Statutes, is amended to read:
  162         570.83 Beef Market Development Act; definitions; Florida
  163  Beef Council, Inc., creation, purposes, governing board, powers,
  164  and duties; referendum on assessments imposed on gross receipts
  165  from cattle sales; payments to organizations for services;
  166  collecting and refunding assessments; vote on continuing the
  167  act; council bylaws.—
  168         (14) REPEAL.—This section is repealed October 1, 2024 2019,
  169  unless reviewed and saved from repeal by the Legislature.
  170         Section 15. Except as otherwise expressly provided in this
  171  act, this act shall take effect July 1, 2019.
