The Committee on Health Policy (Harrell) recommended the
following:
1 Senate Substitute for Amendment (641130) (with title
2 amendment)

5 insert:
6 Section 2. Paragraphs (c) and (d) of subsection (1) of
7 section 401.35, Florida Statutes, are amended to read:
8 401.35 Rules.—The department shall adopt rules, including
9 definitions of terms, necessary to carry out the purposes of
10 this part.
11 (1) The rules must provide at least minimum standards
12 governing:
13 (c) Ground Ambulance and emergency medical services vehicle
14 equipment and supplies that a licensee with a valid vehicle
15 permit under s. 401.26 is required to maintain to provide basic
16 life support or advanced life support services at least as
17 comprehensive as those published in the most current edition of
18 the American College of Surgeons, Committee on Trauma, list of
19 essential equipment for ambulances, as interpreted by rules of
20 the department.
21 (d) Ground Ambulance or emergency medical services vehicle
22 design and construction based on national standards in effect on
23 the date the rule is adopted and at least equal to those most
24 currently recommended by the United States General Services
25 Administration as interpreted by department rule rules of the
26 department.

33 ambulance rules to include emergency medical services
34 vehicles; deleting the requirement that the department
35 base rules governing medical supplies and equipment
36 required in ambulances and emergency medical services
37 vehicles on a certain association’s standards;
38 deleting the requirement that the department base
39 rules governing ambulance or emergency medical
40 services vehicle design and construction on a certain
41 agency’s standards and instead requiring the
42 department to base such rules on national standards in
43 effect on a certain date; amending s.
