1 A bill to be entitled
2 An act relating to water management district
3 boundaries; amending s. 373.069, F.S.; revising the
4 boundaries of the Suwannee River Water Management
5 District and the Southwest Florida Water Management
6 District to include all of Levy County within the
7 Suwanee River Water Management District boundary;
8 amending s. 373.0691, F.S.; providing for the transfer
9 on a specified date of land and other incidentals from
10 the Southwest Florida Water Management District to the
11 Suwanee River Water Management District for certain
12 lands within Levy County; providing an effective date.

14 Be It Enacted by the Legislature of the State of Florida:
15
16 Section 1. Paragraphs (b) and (d) of subsection (2) of
17 section 373.069, Florida Statutes, are amended to read:
18 373.069 Creation of water management districts.—
19 (2) Notwithstanding the provisions of any other special or
20 general act to the contrary, the boundaries of the respective
21 districts named in subsection (1) shall include the areas within
22 the following boundaries:
23 (b) Suwannee River Water Management District.—Begin in the
24 Gulf of Mexico on the section line between Sections 29 and 32,
25 Township 15 South, Range 15 East; thence south along the Gulf of
26 Mexico, including the waters of said gulf within the
27 jurisdiction of the State of Florida, to the point of
28 intersection of a line extending westerly from the mouth of the
29 most southern outlet of the Withlacoochee River; thence run in
30 an easterly direction from said point of intersection to a point
31 at the mouth of the most southern outlet of the Withlacoochee
32 River, running in an easterly direction, including all the
33 islands in the mouth of said river, along the thread of said
34 river to the point of intersection with the north right-of-way
35 of the Cross Florida Barge Canal; thence continue east along
36 said north right-of-way line of the Cross Florida Barge Canal
37 through Section 12, Township 17 South, Range 16 East and
38 Sections 5, 6, and 7, Township 17 South, Range 17 East to a
39 point of intersection with the Withlacoochee River; thence
40 continue along the thread of said river to where the range line
41 dividing Ranges 17 East and 18 East intersects said river;
42 thence north on said range line to the township line between
43 Townships 14 South and 15 South; thence east on said township
44 line to the middle line of Township 14 South, Range 19 East;
45 thence north on said middle line to the township line between
46 Townships 11 and 12 South; east along the section lines to the
47 southwest corner of Section 27, Township 15 South, Range 17
48 East; thence north along the section line to the northwest
49 corner of Section 3, Township 15 South, Range 17 East; thence
50 east along the section line to the easterly right-of-way line of
51 State Road No. 337; thence northerly along said easterly right
52 of-way line of State Road No. 337 to the southerly right-of-way
53 line of State Road No. 24; thence northeasterly along said

310 Section 2. Present subsection (3) of section 373.0691,
311 Florida Statutes, is redesignated as subsection (4), and a new
312 subsection (3) is added to that section, to read:
313 373.0691 Transfer of areas.—
314 (3) Effective at 12:01 a.m. on July 1, 2020, that portion
315 of Levy County formerly within the Southwest Florida Water
316 Management District as set forth in s. 373.069 is transferred to
317 the Suwanee River Water Management District. With respect to the
318 area transferred and at the time of change of boundaries, all
319 contractual obligations of the Southwest Florida Water
320 Management District, all real property interests owned by the
321 Southwest Florida Water Management District, all regulatory
322 responsibilities of the Southwest Florida Water Management
323 District, all equipment and other personal property used solely
324 by the Southwest Florida Water Management District in that area,
325 and all records of the Southwest Florida Water Management
326 District shall be transferred and delivered to the Suwanee River
327 Water Management District.
328 Section 3. This act shall take effect July 1, 2020.
