Inmate Welfare Trust Funds; Requires specified proceeds & funds be deposited into State-Operated Institutions Inmate Welfare Trust Fund; prohibits deposits exceeding specified amount per fiscal year; requires excess be deposited into General Revenue; requires that funds be used exclusively for specified purposes; provides an appropriation. APPROPRIATION: $10,000,000

Effective Date: the same date that HB 869 or similar legislation takes effect
