    1                        A bill to be entitled                      
    2         An act relating to a state nutrition assistance
    3         reimbursement program; creating s. 402.88, F.S.;
    4         requiring the Department of Children and Families to
    5         develop and implement a nutrition assistance
    6         reimbursement program to reimburse community-based
    7         nonprofit organizations and nonprofit religious
    8         organizations providing certain enrollment assistance
    9         services; requiring the department to determine
   10         eligibility criteria and application procedures for
   11         the program; requiring the submission of an
   12         application on a form prescribed by the department for
   13         reimbursement under the program; requiring the
   14         department to establish a funding mechanism to support
   15         the authorization of reimbursements under the program;
   16         requiring the department to adopt rules; providing an
   17         effective date.

   19  Be It Enacted by the Legislature of the State of Florida:
   20  
   21         Section 1. Section 402.88, Florida Statutes, is created to
   22  read:
   23         402.88State nutrition assistance reimbursement program.—
   24         (1)The department shall develop and implement a state
   25  nutrition assistance reimbursement program for the purpose of
   26  reimbursing eligible community-based nonprofit organizations or
   27  nonprofit religious organizations operating under s. 501(c)(3)
   28  of the Internal Revenue Code for administrative costs directly
   29  incurred in providing enrollment assistance services for food
   30  assistance programs, such as the Supplemental Nutrition
   31  Assistance Program and the Special Supplemental Nutrition
   32  Program for Women, Infants, and Children.
   33         (2)The department shall determine eligibility criteria and
   34  application procedures for the program. An eligible community
   35  based nonprofit organization or nonprofit religious organization
   36  shall submit to the department an application on a form
   37  prescribed by the department for reimbursement under the
   38  program.
   39         (3)The department shall establish a funding mechanism to
   40  support the authorization of reimbursements under the program.
   41         (4)The department shall adopt rules to implement this
   42  section.
   43         Section 2. This act shall take effect July 1, 2021.
