       Senator Albritton moved the following:
       
    1         Senate Amendment (with directory and title amendments)
    2  
    3         Between lines 44 and 45
    4  insert:
    5         (2) When a specific action of a governmental entity has
    6  inordinately burdened an existing use of real property or a
    7  vested right to a specific use of real property, the property
    8  owner of that real property is entitled to relief, which may
    9  include compensation for the actual loss to the fair market
   10  value of the real property caused by the action of government,
   11  as provided in this section. A property owner entitled to relief
   12  under this section retains such entitlement to pursue the claim
   13  if the property owner filed a claim under subsection (4) but
   14  subsequently relinquishes title to the subject real property
   15  before the claim reaches a final resolution.
