       The Committee on Rules (Brandes) recommended the following:
       
    1         Senate Amendment 
    2  
    3         Delete line 141
    4  and insert:
    5         (c) This subsection does not apply to either of the
    6  following:
    7         1. A municipality that has a seaport with a draft of less
    8  than 24 feet and a port channel entrance with a width of less
    9  than 250 feet; or
   10         2. A municipality the
