    4  and insert:
    5         Section 31. If any provision of this act or its application
    6  to any person or circumstance is held invalid, the invalidity
    7  does not affect other provisions or applications of the act
    8  which can be given effect without the invalid provision or
    9  application, and to this end the provisions of this act are
   10  severable.
   11         Section 32. Except as otherwise expressly provided in this
   12
