       The Committee on Environment and Natural Resources (Simon)
       recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 158 - 161
    4  and insert:
    5         option contract shall state that the final purchase price
    6  is subject to approval by the board of trustees or, if
    7  applicable, the Secretary of Environmental Protection, and that
    8  shall be the fair market value as determined by the highest
    9  appraisal and
   10

   12  And the title is amended as follows:
   13         Delete lines 16 - 20
   14  and insert:
