    1         Senate Amendment (with title amendment)
    2  
    3         Between lines 162 and 163
    4  insert:
    5         (13) A violation of this section by a transgender or non
    6  binary person may not be the basis of a defense by a person who
    7  is charged with a criminal act against such transgender or non
    8  binary person or be used to justify the conduct of a person who
    9  has committed a criminal offense against such transgender or
   10  non-binary person.

   15  insert:
   16         prohibiting the use of certain violations as the basis
   17         of a criminal defense or to justify a criminal act;
