    1                        A bill to be entitled                      
    2         An act relating to state park campsite reservations;
    3         amending s. 258.014, F.S.; requiring the Division of
    4         Recreation and Parks of the Department of
    5         Environmental Protection to allow residents and
    6         nonresidents to make state park campsite reservations
    7         within specified timeframes; requiring Florida
    8         residents to provide information from their Florida
    9         driver license or identification card for certain
   10         reservations made in advance; providing an effective
   11         date.

   13  Be It Enacted by the Legislature of the State of Florida:
   14  
   15         Section 1. Section 258.014, Florida Statutes, is amended to
   16  read:
   17         258.014 Fees for Use of state parks; fees for use; campsite
   18  reservations.—
   19         (1) FEES FOR USE.—
   20         (a) The Division of Recreation and Parks shall have the
   21  power to charge reasonable fees, rentals, or charges for the use
   22  or operation of facilities and concessions in state parks., and
   23  All such fees, rentals, and charges so collected must shall be
   24  deposited in the State Treasury to the credit of “State Park
   25  Trust Fund,” which is hereby created, the continuing balance of
   26  which fund is hereby appropriated to be expended by said
   27  division for the administration, improvement and maintenance of
   28  state parks and for the acquisition and development of lands
   29  hereafter acquired for state park purposes. The appropriation of
   30  said fund shall be continuing, and may shall not revert to the
   31  General Revenue Fund at the end of any fiscal year or at any
   32  other time but shall, until expended, be continually available
   33  to the said division for the uses and purposes set forth.
   34         (b)(2) Any moneys received in trust by the division by
   35  gift, devise, appropriation, or otherwise shall, subject to the
   36  terms of such trust, be deposited with the Chief Financial
   37  Officer in a fund to be known as the “State Park Trust Fund,”
   38  and shall be subject to withdrawal upon application of such
   39  division for expenditure or investment in accordance with the
   40  terms of the trust. Unless prohibited by the terms of the trust
   41  by which the moneys are derived, all of such moneys may be
   42  invested as provided by law.
   43         (2)RESERVATIONS.—
   44         (a)The Division of Recreation and Parks shall allow
   45  individuals to use the division’s state parks reservation
   46  website to make reservations for state park campsites, including
   47  RV sites, as follows:
   48         1.For Florida residents, reservations up to 12 months in
   49  advance; and
   50         2.For nonresidents, reservations up to 11 months in
   51  advance.
   52         (b)A Florida resident who wishes to book a state park
   53  campsite more than 11 months in advance must provide his or her
   54  valid Florida driver license number or the identification number
   55  from a Florida identification card issued under s. 322.051 as
   56  proof of Florida residency on the division’s state parks
   57  reservation website and must present the license or
   58  identification card to a park representative upon check-in at
   59  the campsite.
   60         Section 2. This act shall take effect July 1, 2023.
