    1                        A bill to be entitled                      
    2         An act relating to specialty license plates; amending
    3         s. 320.08058, F.S.; directing the Department of
    4         Highway Safety and Motor Vehicles to develop an
    5         Orlando United license plate; providing for
    6         distribution and use of fees collected from the sale
    7         of the plate; providing an effective date.
    8          
    9  Be It Enacted by the Legislature of the State of Florida:
   10  
   11         Section 1. Subsection (127) is added to section 320.08058,
   12  Florida Statutes, to read:
   13         320.08058 Specialty license plates.—
   14         (127) ORLANDO UNITED LICENSE PLATES.—
   15         (a)The department shall develop an Orlando United license
   16  plate as provided in this section and s. 320.08053. The plate
   17  must bear the colors and design approved by the department. The
   18  word “Florida” must appear at the top of the plate, and the
   19  words “Orlando United” must appear at the bottom of the plate.
   20         (b)The annual use fees from the sale of the plate shall be
   21  distributed as follows:
   22         1.Sixty-seven percent shall be distributed to LGBT+ Center
   23  Orlando, Inc., a charitable, nonprofit organization under s.
   24  501(c)(3) of the Internal Revenue Code. Of this amount, up to 5
   25  percent may be used for administrative expenses, up to 2 percent
   26  may be used for marketing of the plate, and the remainder shall
   27  be used to offer free personalized counseling to any person
   28  affected by the shooting at the Pulse nightclub in Orlando on
   29  June 12, 2016.
   30         2.Thirty-three percent shall be distributed to onePULSE
   31  Foundation, Inc., a charitable, nonprofit organization under s.
   32  501(c)(3) of the Internal Revenue Code. Of this amount, up to 5
   33  percent may be used for marketing of the plate, up to 5 percent
   34  may be used for administrative expenses, and the remainder shall
   35  be used to support the construction and maintenance of the
   36  onePULSE Foundation Memorial.
   37         Section 2. This act shall take effect October 1, 2023.
