Section 255.553, Florida Statutes 2006

255.553  Survey required.--Each state agency shall survey or cause to be surveyed for the presence of asbestos-containing materials each public building for which it is responsible. The survey shall be conducted by an asbestos consultant licensed under chapter 469 and shall be conducted in accordance with AHERA initial inspection procedures; Environmental Protection Agency guidelines; National Emission Standards for Hazardous Air Pollutants; and Occupational Safety and Health Administration regulations. The survey shall:

(1)  Determine all materials which may contain asbestos;

(2)  Identify the location and quantify the types of asbestos-containing materials;

(3)  Assess the hazard of the existing asbestos-containing materials as they relate to any situation where a person may come into contact with asbestos;

(4)  Prioritize the areas which need immediate asbestos abatement action according to the hazard assessment; and

(5)  Estimate the cost of recommended abatement alternatives.

The asbestos program administrator shall review the asbestos surveys and consult with the affected agency to determine on a priority basis the need for instituting abatement procedures, and the asbestos program administrator shall institute abatement procedures on a priority basis as directed by the secretary of the 1Department of Labor and Employment Security.
