5 portion of State Road 71 extending through Port
6 St. Joe (known as 5th Street) as "Cecil G.
7 Costin, Sr. Boulevard"; directing the
8 Department of Transportation to erect suitable
9 markers; providing an effective date.

11 WHEREAS, each year many Floridians are killed or
12 injured in automobile accidents caused by drunk drivers, and
13 WHEREAS, on April 3, 1993, Zuly Reyes, age 17, the
14 daughter of Gladys and Robert Saavedra, was killed by a drunk
15 driver on the Palmetto access road (N.W. 167th Street, between
16 Miami Lakes Drive and N.W. 67th Avenue in Miami Lakes), and
17 WHEREAS, it is fitting and appropriate that the
18 Legislature of the State of Florida commemorate the location
19 of this tragedy as a reminder to all drivers not to drink and
20 drive, and
21 WHEREAS, Hernando County Deputy Sheriff Lonnie Coburn
22 was murdered in the line of duty on February 21, 1978, at a
23 convenience store at the intersection of State Road 50 and
24 U.S. Highway 301, in Ridge Manor, Florida, and
25 WHEREAS, it is fitting and appropriate for the
26 Legislature of the State of Florida to honor the memory of
27 this courageous young man, and
28 WHEREAS, Florida Highway Patrol Trooper Robert G.
29 Smith, a lifelong resident of Miami-Dade County, was killed in
30 the line of duty on July 26, 1997, by a suspected drunk
31 driver, and

1 WHEREAS, Trooper Smith joined the Florida Highway
2 Patrol in January 1993 and in December 1995 was appointed to
3 the Tri-County DUI Task Force that patrols the highways of
4 Miami-Dade, Broward, and Palm Beach Counties removing
5 intoxicated drivers from our highways, and
6 WHEREAS, Trooper Smith was recognized by Mothers
7 Against Drunk Driving on the local and statewide levels for 4
8 consecutive years and was a 4-year member of the prestigious
9 Florida Highway Patrol One Hundred Club for removing over 100
10 drunk drivers annually from the roadways, and
11 WHEREAS, the memory of Trooper Smith should not be
12 forgotten by the citizens of the state, and
13 WHEREAS, Ronald Wilson Reagan was the 40th President of
14 the United States of America, and
15 WHEREAS, President Reagan was one of the United States'
16 greatest and most beloved presidents and a true world leader,
17 and
18 WHEREAS, through his leadership and refusal to
19 compromise, President Reagan won the Cold War for America and
20 virtually eliminated the threat of nuclear holocaust for all
21 Americans, and
22 WHEREAS, through his success in finding peace through
23 strength, fewer Florida servicemen and servicewomen are placed
24 in harm's way, and
25 WHEREAS, President Reagan's economic policies brought
26 Florida and the nation out of double-digit inflation and
27 economically crushing high interest rates into 92 consecutive
28 months of economic growth, and
29 WHEREAS, President Reagan's unbridled optimism gives
30 Floridians and the nation cause to feel better about
31 ourselves, and

1 WHEREAS, his leadership encourages a rediscovery of the
2 values upon which our forefathers founded this nation, and
3 WHEREAS, his unending cause for freedom represents the
4 liberty to travel about our state and nation's highway system,
5 and
6 WHEREAS, the people of Florida desire to honor
7 President Reagan in the State of Florida, and
8 WHEREAS, Pete Peterson served the United States Air
9 Force during the era of the Vietnam War, and
10 WHEREAS, Pete Peterson was a fighter pilot whose plane
11 was shot down over enemy territory in that war, and
12 WHEREAS, Pete Peterson was a Prisoner of War in the
13 infamous "Hanoi Hilton," and
14 WHEREAS, Pete Peterson was subsequently released from
15 the "Hanoi Hilton" and returned to the United States, and
16 WHEREAS, Pete Peterson was elected to the Congress of
17 the United States in 1990, and
18 WHEREAS, Pete Peterson served the Congress with honor
19 until 1996, and
20 WHEREAS, Pete Peterson was nominated by President Bill
21 Clinton to be the United States Ambassador to Vietnam, and
22 WHEREAS, the Senate of the United States confirmed the
23 nomination, and
24 WHEREAS, one century ago, on September 12, 1897, Cecil
25 G. Costin, Sr., was born in Lyons, Georgia, and
26 WHEREAS, he moved to the area of Port St. Joe, Florida,
27 in 1910 and spent the remainder of his life there, and
28 WHEREAS, on July 19, 1922, he married Lola Pridgeon,
29 who became his life-long companion as they reared a family,
30 ran the family businesses, and served with great distinction
31 within the community, especially in their church, and

1 WHEREAS, Cecil G. Costin, Sr., continued to work in and
2 manage his business until his 100th birthday, which he
3 celebrated with his hundreds of friends and relatives
4 approximately three weeks before his death, and
5 WHEREAS, the exemplary life lived by Cecil G. Costin,
6 Sr., and his great works of charity and Christian living, were
7 a great example and an inspiration to the people of Port St.
8 Joe and the surrounding area, NOW, THEREFORE,
9
10 Be It Enacted by the Legislature of the State of Florida:
11
12 Section 1. Gratigny Parkway designated; Department of
13 Transportation to erect suitable markers.--
14 (1) The Gratigny Parkway (State Road 924) is hereby
15 designated as the "Marlins Expressway."
16 (2) The Department of Transportation is directed to
17 erect suitable markers designating the Marlins Expressway as
18 described in subsection (1).
19 Section 2. Pat Thomas Parkway designated; Department
20 of Transportation to erect suitable markers.--
21 (1) State Road 267 in Gadsden County from Washington
22 Street, one block north of U.S. 90, south to State Road 20 is
23 hereby designated as the "Pat Thomas Parkway."
24 (2) The Department of Transportation is directed to
25 erect suitable markers designating the "Pat Thomas Parkway" as
26 described in subsection (1).
27 Section 3. Kennedy Space Center Highway designated;
28 Department of Transportation to erect suitable markers.--
29 (1) That portion of State Road 528 from State Road 436
30 in Orange County east to State Road A1A in Brevard County is
31 hereby designated as the "Kennedy Space Center Highway."

1 (2) The Department of Transportation is directed to
2 erect suitable markers designating the "Kennedy Space Center
3 Highway" as described in subsection (1).
4 Section 4. James Henry Mills Medal of Honor Parkway
5 designated; the Department of Transportation to erect suitable
6 markers.--
7 (1) That portion of the Polk County Parkway from
8 Interstate 4 at the Polk/Hillsborough county line east to
9 State Road 37 in Lakeland is hereby designated as the "James
10 Henry Mills Medal of Honor Parkway."
11 (2) The Department of Transportation is directed to
12 erect suitable markers designating the "James Henry Mills
13 Medal of Honor Parkway" as described in subsection (1).
14 Section 5. Zuly Reyes Road designated; Department of
15 Transportation to erect suitable markers.--
16 (1) That portion of N.W. 167th Street, between Miami
17 Lakes Drive and N.W. 67th Avenue, known as "the big curve" in
18 Miami Lakes is designated as "Zuly Reyes Road."
19 (2) The Department of Transportation is directed to
20 erect suitable markers on N.W. 67th Avenue designating "Zuly
21 Reyes Road" as described in subsection (1).
22 Section 6. Deputy Lonnie Coburn Memorial Highway
23 designated; Department of Transportation to erect suitable
24 markers.--
25 (1) That easterly portion of State Road 50 within
26 Hernando County to U.S. 301 is designated as the "Deputy
27 Lonnie Coburn Memorial Highway."
28 (2) The Department of Transportation is directed to
29 erect suitable markers on State Road 50 within Hernando County
30 designating the "Deputy Lonnie Coburn Memorial Highway" as
31 described in subsection (1).

1 Section 7. MacArthur Causeway Bridge co-designated as
2 the "Trooper Robert G. Smith Bridge"; Department of
3 Transportation to erect suitable markers.--
4 (1) The MacArthur Causeway Bridge located in
5 Miami-Dade County is hereby co-designated as the "Trooper
6 Robert G. Smith Bridge" as described in subsection (1).
7 (2) The Department of Transportation is directed to
8 erect suitable markers co-designating the MacArthur Causeway
9 Bridge as the "Trooper Robert G. Smith Bridge."
10 Section 8. Ronald Reagan Turnpike designated;
11 Department of Transportation to erect suitable markers.--
12 (1) The Florida Turnpike consisting of the 312
13 contiguous miles of limited-access toll highway stretching
14 from Florida City, where South Dade County meets the Florida
15 Keys, continuing northward through 11 counties, including the
16 greater metropolitan areas of Miami, Fort Lauderdale, West
17 Palm Beach, and Orlando, and ending at a junction with
18 Interstate 75 in North Central Florida is hereby designated as
19 the "Ronald Reagan Turnpike."
20 (2) The Department of Transportation is directed to
21 erect suitable markers designating the "Ronald Reagan
22 Turnpike" as described in subsection (1).
23 Section 9. Pete Peterson Parkway designated;
24 Department of Transportation to erect suitable markers.--
25 (1) A portion of State Road 71 South in Jackson County
26 is to be named the "Pete Peterson Parkway." That portion shall
27 begin at the U.S. Highway 90 intersection of SR 71 and
28 commence Southward approximately 2.6 miles to the intersection
29 of County Road 280, also known as Rocky Creek Road.

1 (2) The Department of Transportation is directed to
2 erect suitable markers designating the "Pete Peterson Parkway"
3 as described in subsection (1).
4 Section 10. Cecil G. Costin, Sr., Boulevard
5 designated; Department of Transportation to erect suitable
6 markers.--
7 (1) That portion of State Road 71 extending through
8 Port St. Joe (known as 5th Street) is designated the "Cecil G.
9 Costin, Sr., Boulevard."
10 (2) The Department of Transportation is directed to
11 erect suitable markers designating the "Cecil G. Costin, Sr.,
12 Boulevard" as described in subsection (1).
13 Section 11. This act shall take effect upon becoming a
14 law.

from Washington Street, one block north of U.S. 90, south
6 to State Road 20.
7 2. "Kennedy Space Center Highway": State Road 528 from State
Road 436 in Orange County east to State Road A1A in
8 Brevard County.
9 3. "James Henry Mills Medal of Honor Parkway": The portion
of the Polk County Parkway from Interstate 4 at the
10 Polk/Hillsborough county line east to State Road 37 in
Lakeland.

4. "Zuly Reyes Road": The portion of N.W. 167th Street,
12 between Miami Lakes Drive and N.W. 67th Avenue known as
"the big curve".

5. "Deputy Lonnie Coburn Memorial Highway": The easterly
14 portion of State Road 50 within Hernando County to U.S.
301.

6. "Trooper Robert G. Smith Bridge": The bridge located in

7. "Ronald Reagan Turnpike": The Florida Turnpike's 312
18 miles of contiguous limited-access toll highway from
Florida City, where South Dade County meets the Florida
19 Keys, to the junction with Interstate 75 in North Central
Florida.

7. "Pete Peterson Highway": The portion of State Road 71
21 South in Jackson County beginning at the U.S. Highway
90intersection of State Road 71 and commencing south
22 approximately 2.6 miles to the intersection of County
Road 280, also known as Rocky Creek Road.

9. "Cecil G. Costin, Sr. Boulevard": The portion of State
24 Road 71 extending through Port St. Joe, known as 5th
Street.
