  2         Jackson County as the "Pete Peterson Parkway";

  3         directing the Department of Transportation to

  4         erect suitable markers; designating that

  5         portion of State Road 71 extending through Port

  6         St. Joe (known as 5th Street) as "Cecil G.

  7         Costin, Sr. Boulevard"; directing the

  8         Department of Transportation to erect suitable

  9         markers; designating a portion of Coral Way in

10         Miami as the "Ofelia Perez-Roura Memorial Way"

11         directing the Department of Transportation to

12         erect suitable markers; providing an effective

13         date.

15         WHEREAS, each year many Floridians are killed or

16  injured in automobile accidents caused by drunk drivers, and

17         WHEREAS, on April 3, 1993, Zuly Reyes, age 17, the

18  daughter of Gladys and Robert Saavedra, was killed by a drunk

19  driver on the Palmetto access road (N.W. 167th Street, between

20  Miami Lakes Drive and N.W. 67th Avenue in Miami Lakes), and

21         WHEREAS, it is fitting and appropriate that the

22  Legislature of the State of Florida commemorate the location

23  of this tragedy as a reminder to all drivers not to drink and

24  drive, and

25         WHEREAS, Hernando County Deputy Sheriff Lonnie Coburn

26  was murdered in the line of duty on February 21, 1978, at a

27  convenience store at the intersection of State Road 50 and

28  U.S. Highway 301, in Ridge Manor, Florida, and

29         WHEREAS, it is fitting and appropriate for the

30  Legislature of the State of Florida to honor the memory of

31  this courageous young man, and

  1         WHEREAS, Florida Highway Patrol Trooper Robert G.

  2  Smith, a lifelong resident of Miami-Dade County, was killed in

  3  the line of duty on July 26, 1997, by a suspected drunk

  4  driver, and

  5         WHEREAS, Trooper Smith joined the Florida Highway

  6  Patrol in January 1993 and in December 1995 was appointed to

  7  the Tri-County DUI Task Force that patrols the highways of

  8  Miami-Dade, Broward, and Palm Beach Counties removing

  9  intoxicated drivers from our highways, and

10         WHEREAS, Trooper Smith was recognized by Mothers

11  Against Drunk Driving on the local and statewide levels for 4

12  consecutive years and was a 4-year member of the prestigious

13  Florida Highway Patrol One Hundred Club for removing over 100

14  drunk drivers annually from the roadways, and

15         WHEREAS, the memory of Trooper Smith should not be

16  forgotten by the citizens of the state, and

17         WHEREAS, Ronald Wilson Reagan was the 40th President of

18  the United States of America, and

19         WHEREAS, President Reagan was one of the United States'

20  greatest and most beloved presidents and a true world leader,

21  and

22         WHEREAS, through his leadership and refusal to

23  compromise, President Reagan won the Cold War for America and

24  virtually eliminated the threat of nuclear holocaust for all

25  Americans, and

26         WHEREAS, through his success in finding peace through

27  strength, fewer Florida servicemen and servicewomen are placed

28  in harm's way, and

29         WHEREAS, President Reagan's economic policies brought

30  Florida and the nation out of double-digit inflation and

  1  economically crushing high interest rates into 92 consecutive

  2  months of economic growth, and

  3         WHEREAS, President Reagan's unbridled optimism gives

  4  Floridians and the nation cause to feel better about

  5  ourselves, and

  6         WHEREAS, his leadership encourages a rediscovery of the

  7  values upon which our forefathers founded this nation, and

  8         WHEREAS, his unending cause for freedom represents the

  9  liberty to travel about our state and nation's highway system,

10  and

11         WHEREAS, the people of Florida desire to honor

12  President Reagan in the State of Florida, and

13         WHEREAS, Pete Peterson served the United States Air

14  Force during the era of the Vietnam War, and

15         WHEREAS, Pete Peterson was a fighter pilot whose plane

16  was shot down over enemy territory in that war, and

17         WHEREAS, Pete Peterson was a Prisoner of War in the

18  infamous "Hanoi Hilton," and

19         WHEREAS, Pete Peterson was subsequently released from

20  the "Hanoi Hilton" and returned to the United States, and

21         WHEREAS, Pete Peterson was elected to the Congress of

22  the United States in 1990, and

23         WHEREAS, Pete Peterson served the Congress with honor

24  until 1996, and

25         WHEREAS, Pete Peterson was nominated by President Bill

26  Clinton to be the United States Ambassador to Vietnam, and

27         WHEREAS, the Senate of the United States confirmed the

28  nomination, and

29         WHEREAS, one century ago, on September 12, 1897, Cecil

30  G. Costin, Sr., was born in Lyons, Georgia, and

  1         WHEREAS, he moved to the area of Port St. Joe, Florida,

  2  in 1910 and spent the remainder of his life there, and

  3         WHEREAS, on July 19, 1922, he married Lola Pridgeon,

  4  who became his life-long companion as they reared a family,

  5  ran the family businesses, and served with great distinction

  6  within the community, especially in their church, and

  7         WHEREAS, Cecil G. Costin, Sr., continued to work in and

  8  manage his business until his 100th birthday, which he

  9  celebrated with his hundreds of friends and relatives

10  approximately three weeks before his death, and

11         WHEREAS, the exemplary life lived by Cecil G. Costin,

12  Sr., and his great works of charity and Christian living, were

13  a great example and an inspiration to the people of Port St.

14  Joe and the surrounding area, NOW, THEREFORE,

15

16  Be It Enacted by the Legislature of the State of Florida:

17

18         Section 1.  Gratigny Parkway designated; Department of

19  Transportation to erect suitable markers.--

20         (1)  The Gratigny Parkway (State Road 924) is hereby

21  designated as the "Marlins Expressway."

22         (2)  The Department of Transportation is directed to

23  erect suitable markers designating the Marlins Expressway as

24  described in subsection (1).

25         Section 2.  Pat Thomas Parkway designated; Department

26  of Transportation to erect suitable markers.--

27         (1)  State Road 267 in Gadsden County from Washington

28  Street, one block north of U.S. 90, south to State Road 20 is

29  hereby designated as the "Pat Thomas Parkway."

  1         (2)  The Department of Transportation is directed to

  2  erect suitable markers designating the "Pat Thomas Parkway" as

  3  described in subsection (1).

  4         Section 3.  Kennedy Space Center Highway designated;

  5  Department of Transportation to erect suitable markers.--

  6         (1)  That portion of State Road 528 from State Road 436

  7  in Orange County east to State Road A1A in Brevard County is

  8  hereby designated as the "Kennedy Space Center Highway."

  9         (2)  The Department of Transportation is directed to

10  erect suitable markers designating the "Kennedy Space Center

11  Highway" as described in subsection (1).

12         Section 4.  James Henry Mills Medal of Honor Parkway

13  designated; the Department of Transportation to erect suitable

14  markers.--

15         (1)  That portion of the Polk County Parkway from

16  Interstate 4 at the Polk/Hillsborough county line east to

17  State Road 37 in Lakeland is hereby designated as the "James

18  Henry Mills Medal of Honor Parkway."

19         (2)  The Department of Transportation is directed to

20  erect suitable markers designating the "James Henry Mills

21  Medal of Honor Parkway" as described in subsection (1).

22         Section 5.  Zuly Reyes Road designated; Department of

23  Transportation to erect suitable markers.--

24         (1)  That portion of N.W. 167th Street, between Miami

25  Lakes Drive and N.W. 67th Avenue, known as "the big curve" in

26  Miami Lakes is designated as "Zuly Reyes Road."

27         (2)  The Department of Transportation is directed to

28  erect suitable markers on N.W. 67th Avenue designating "Zuly

29  Reyes Road" as described in subsection (1).

  1         Section 6.  Deputy Lonnie Coburn Memorial Highway

  2  designated; Department of Transportation to erect suitable

  3  markers.--

  4         (1)  That easterly portion of State Road 50 within

  5  Hernando County to U.S. 301 is designated as the "Deputy

  6  Lonnie Coburn Memorial Highway."

  7         (2)  The Department of Transportation is directed to

  8  erect suitable markers on State Road 50 within Hernando County

  9  designating the "Deputy Lonnie Coburn Memorial Highway" as

10  described in subsection (1).

11         Section 7.  MacArthur Causeway Bridge co-designated as

12  the "Trooper Robert G. Smith Bridge"; Department of

13  Transportation to erect suitable markers.--

14         (1)  The MacArthur Causeway Bridge located in

15  Miami-Dade County is hereby co-designated as the "Trooper

16  Robert G. Smith Bridge" as described in subsection (1).

17         (2)  The Department of Transportation is directed to

18  erect suitable markers co-designating the MacArthur Causeway

19  Bridge as the "Trooper Robert G. Smith Bridge."

20         Section 8.  Ronald Reagan Turnpike designated;

21  Department of Transportation to erect suitable markers.--

22         (1)  The Florida Turnpike consisting of the 312

23  contiguous miles of limited-access toll highway stretching

24  from Florida City, where South Dade County meets the Florida

25  Keys, continuing northward through 11 counties, including the

26  greater metropolitan areas of Miami, Fort Lauderdale, West

27  Palm Beach, and Orlando, and ending at a junction with

28  Interstate 75 in North Central Florida is hereby designated as

29  the "Ronald Reagan Turnpike."

  1         (2)  The Department of Transportation is directed to

  2  erect suitable markers designating the "Ronald Reagan

  3  Turnpike" as described in subsection (1).

  4         Section 9.  Pete Peterson Parkway designated;

  5  Department of Transportation to erect suitable markers.--

  6         (1)  A portion of State Road 71 South in Jackson County

  7  is to be named the "Pete Peterson Parkway." That portion shall

  8  begin at the U.S. Highway 90 intersection of SR 71 and

  9  commence Southward approximately 2.6 miles to the intersection

10  of County Road 280, also known as Rocky Creek Road.

11         (2)  The Department of Transportation is directed to

12  erect suitable markers designating the "Pete Peterson Parkway"

13  as described in subsection (1).

14         Section 10.  Cecil G. Costin, Sr., Boulevard

15  designated; Department of Transportation to erect suitable

16  markers.--

17         (1)  That portion of State Road 71 extending through

18  Port St. Joe (known as 5th Street) is designated the "Cecil G.

19  Costin, Sr., Boulevard."

20         (2)  The Department of Transportation is directed to

21  erect suitable markers designating the "Cecil G. Costin, Sr.,

22  Boulevard" as described in subsection (1).

23         Section 11.  Ofelia Perez-Roura Memorial Way;

24  Department of Transportation to erect suitable markers.--

25         (1)  That portion of S.W. 24th Street (known as Coral

26  Way) extending between S.W. 28th Avenue and S.W. 29th Avenue

27  in Miami is designated as the "Ofelia Perez-Roura Memorial

28  Way."

29         (2)  The Department of Transportation is directed to

30  erect suitable markers designating the "Ofelia Perez-Roura

31  Memorial Way" as described in subsection (1).

  1         Section 12.  This act shall take effect upon becoming a
