29 WHEREAS, each year many Floridians are killed or
30 injured in automobile accidents caused by drunk drivers, and

1 WHEREAS, on April 3, 1993, Zuly Reyes, age 17, the
2 daughter of Gladys and Robert Saavedra, was killed by a drunk
3 driver on the Palmetto access road (N.W. 167th Street, between
4 Miami Lakes Drive and N.W. 67th Avenue in Miami Lakes), and
5 WHEREAS, it is fitting and appropriate that the
6 Legislature of the State of Florida commemorate the location
7 of this tragedy as a reminder to all drivers not to drink and
8 drive, and
9 WHEREAS, Hernando County Deputy Sheriff Lonnie Coburn
10 was murdered in the line of duty on February 21, 1978, at a
11 convenience store at the intersection of State Road 50 and
12 U.S. Highway 301, in Ridge Manor, Florida, and
13 WHEREAS, it is fitting and appropriate for the
14 Legislature of the State of Florida to honor the memory of
15 this courageous young man, and
16 WHEREAS, Florida Highway Patrol Trooper Robert G.
17 Smith, a lifelong resident of Miami-Dade County, was killed in
18 the line of duty on July 26, 1997, by a suspected drunk
19 driver, and
20 WHEREAS, Trooper Smith joined the Florida Highway
21 Patrol in January 1993 and in December 1995 was appointed to
22 the Tri-County DUI Task Force that patrols the highways of
23 Miami-Dade, Broward, and Palm Beach Counties removing
24 intoxicated drivers from our highways, and
25 WHEREAS, Trooper Smith was recognized by Mothers
26 Against Drunk Driving on the local and statewide levels for 4
27 consecutive years and was a 4-year member of the prestigious
28 Florida Highway Patrol One Hundred Club for removing over 100
29 drunk drivers annually from the roadways, and
30 WHEREAS, the memory of Trooper Smith should not be
31 forgotten by the citizens of the state, and

1 WHEREAS, Ronald Wilson Reagan was the 40th President of
2 the United States of America, and
3 WHEREAS, President Reagan was one of the United States'
4 greatest and most beloved presidents and a true world leader,
5 and
6 WHEREAS, through his leadership and refusal to
7 compromise, President Reagan won the Cold War for America and
8 virtually eliminated the threat of nuclear holocaust for all
9 Americans, and
10 WHEREAS, through his success in finding peace through
11 strength, fewer Florida servicemen and servicewomen are placed
12 in harm's way, and
13 WHEREAS, President Reagan's economic policies brought
14 Florida and the nation out of double-digit inflation and
15 economically crushing high interest rates into 92 consecutive
16 months of economic growth, and
17 WHEREAS, President Reagan's unbridled optimism gives
18 Floridians and the nation cause to feel better about
19 ourselves, and
20 WHEREAS, his leadership encourages a rediscovery of the
21 values upon which our forefathers founded this nation, and
22 WHEREAS, his unending cause for freedom represents the
23 liberty to travel about our state and nation's highway system,
24 and
25 WHEREAS, the people of Florida desire to honor
26 President Reagan in the State of Florida, and
27 WHEREAS, Pete Peterson served the United States Air
28 Force during the era of the Vietnam War, and
29 WHEREAS, Pete Peterson was a fighter pilot whose plane
30 was shot down over enemy territory in that war, and

1 WHEREAS, Pete Peterson was a Prisoner of War in the
2 infamous "Hanoi Hilton," and
3 WHEREAS, Pete Peterson was subsequently released from
4 the "Hanoi Hilton" and returned to the United States, and
5 WHEREAS, Pete Peterson was elected to the Congress of
6 the United States in 1990, and
7 WHEREAS, Pete Peterson served the Congress with honor
8 until 1996, and
9 WHEREAS, Pete Peterson was nominated by President Bill
10 Clinton to be the United States Ambassador to Vietnam, and
11 WHEREAS, the Senate of the United States confirmed the
12 nomination, and
13 WHEREAS, one century ago, on September 12, 1897, Cecil
14 G. Costin, Sr., was born in Lyons, Georgia, and
15 WHEREAS, he moved to the area of Port St. Joe, Florida,
16 in 1910 and spent the remainder of his life there, and
17 WHEREAS, on July 19, 1922, he married Lola Pridgeon,
18 who became his life-long companion as they reared a family,
19 ran the family businesses, and served with great distinction
20 within the community, especially in their church, and
21 WHEREAS, Cecil G. Costin, Sr., continued to work in and
22 manage his business until his 100th birthday, which he
23 celebrated with his hundreds of friends and relatives
24 approximately three weeks before his death, and
25 WHEREAS, the exemplary life lived by Cecil G. Costin,
26 Sr., and his great works of charity and Christian living, were
27 a great example and an inspiration to the people of Port St.
28 Joe and the surrounding area, NOW, THEREFORE,

30 Be It Enacted by the Legislature of the State of Florida:

1 Section 1. Gratigny Parkway designated; Department of
2 Transportation to erect suitable markers.--
3 (1) The Gratigny Parkway (State Road 924) is hereby
4 designated as the "Marlins Expressway."
5 (2) The Department of Transportation is directed to
6 erect suitable markers designating the Marlins Expressway as
7 described in subsection (1).
8 Section 2. Pat Thomas Parkway designated; Department
9 of Transportation to erect suitable markers.--
10 (1) State Road 267 in Gadsden County from Washington
11 Street, one block north of U.S. 90, south to State Road 20 is
12 hereby designated as the "Pat Thomas Parkway."
13 (2) The Department of Transportation is directed to
14 erect suitable markers designating the "Pat Thomas Parkway" as
15 described in subsection (1).
16 Section 3. Kennedy Space Center Highway designated;
17 Department of Transportation to erect suitable markers.--
18 (1) That portion of State Road 528 from State Road 436
19 in Orange County east to State Road A1A in Brevard County is
20 hereby designated as the "Kennedy Space Center Highway."
21 (2) The Department of Transportation is directed to
22 erect suitable markers designating the "Kennedy Space Center
23 Highway" as described in subsection (1).
24 Section 4. James Henry Mills Medal of Honor Parkway
25 designated; the Department of Transportation to erect suitable
26 markers.--
27 (1) That portion of the Polk County Parkway from
28 Interstate 4 at the Polk/Hillsborough county line east to
29 State Road 37 in Lakeland is hereby designated as the "James
30 Henry Mills Medal of Honor Parkway."

1 (2) The Department of Transportation is directed to
2 erect suitable markers designating the "James Henry Mills
3 Medal of Honor Parkway" as described in subsection (1).
4 Section 5. Zuly Reyes Road designated; Department of
5 Transportation to erect suitable markers.--
6 (1) That portion of N.W. 167th Street, between Miami
7 Lakes Drive and N.W. 67th Avenue, known as "the big curve" in
8 Miami Lakes is designated as "Zuly Reyes Road."
9 (2) The Department of Transportation is directed to
10 erect suitable markers on N.W. 67th Avenue designating "Zuly
11 Reyes Road" as described in subsection (1).
12 Section 6. Deputy Lonnie Coburn Memorial Highway
13 designated; Department of Transportation to erect suitable
14 markers.--
15 (1) That easterly portion of State Road 50 within
16 Hernando County to U.S. 301 is designated as the "Deputy
17 Lonnie Coburn Memorial Highway."
18 (2) The Department of Transportation is directed to
19 erect suitable markers on State Road 50 within Hernando County
20 designating the "Deputy Lonnie Coburn Memorial Highway" as
21 described in subsection (1).
22 Section 7. MacArthur Causeway Bridge co-designated as
23 the "Trooper Robert G. Smith Bridge"; Department of
24 Transportation to erect suitable markers.--
25 (1) The MacArthur Causeway Bridge located in
26 Miami-Dade County is hereby co-designated as the "Trooper
27 Robert G. Smith Bridge" as described in subsection (1).
28 (2) The Department of Transportation is directed to
29 erect suitable markers co-designating the MacArthur Causeway
30 Bridge as the "Trooper Robert G. Smith Bridge."

1 Section 8. Ronald Reagan Turnpike designated;
2 Department of Transportation to erect suitable markers.--
3 (1) The Florida Turnpike consisting of the 312
4 contiguous miles of limited-access toll highway stretching
5 from Florida City, where South Dade County meets the Florida
6 Keys, continuing northward through 11 counties, including the
7 greater metropolitan areas of Miami, Fort Lauderdale, West
8 Palm Beach, and Orlando, and ending at a junction with
9 Interstate 75 in North Central Florida is hereby designated as
10 the "Ronald Reagan Turnpike."
11 (2) The Department of Transportation is directed to
12 erect suitable markers designating the "Ronald Reagan
13 Turnpike" as described in subsection (1).
14 Section 9. Pete Peterson Parkway designated;
15 Department of Transportation to erect suitable markers.--
16 (1) A portion of State Road 71 South in Jackson County
17 is to be named the "Pete Peterson Parkway." That portion shall
18 begin at the U.S. Highway 90 intersection of SR 71 and
19 commence Southward approximately 2.6 miles to the intersection
20 of County Road 280, also known as Rocky Creek Road.
21 (2) The Department of Transportation is directed to
22 erect suitable markers designating the "Pete Peterson Parkway"
23 as described in subsection (1).
24 Section 10. Cecil G. Costin, Sr., Boulevard
25 designated; Department of Transportation to erect suitable
26 markers.--
27 (1) That portion of State Road 71 extending through
28 Port St. Joe (known as 5th Street) is designated the "Cecil G.
29 Costin, Sr., Boulevard."

8 in Miami is designated as the "Ofelia Perez-Roura Memorial
9 Way."
10 (2) The Department of Transportation is directed to
11 erect suitable markers designating the "Ofelia Perez-Roura
12 Memorial Way" as described in subsection (1).
13 Section 12. Richard G. Skinner, Jr., M.D., building
14 designated; markers.--
15 (1) The Jacksonville Children's Medical Services
16 Building is designated as the "Richard G. Skinner, Jr., M.D.,
17 Children's Medical Services Building."
18 (2) The Department of Health is directed to erect
19 suitable markers designating the Richard G. Skinner, Jr.,
20 M.D., Children's Medical Services Building as described in
21 subsection (1).
22 Section 13. Don Sutton Memorial Highway designated;
23 markers.--
24 (1) That portion of U.S. Highway 29 from Neal Road to
25 Pine Barren Road in Escambia County is hereby designated as
26 the "Don Sutton Memorial Highway."
27 (2) The Department of Transportation is directed to
28 erect suitable markers designating the "Don Sutton Memorial
29 Highway" as described in subsection (1).
30 Section 14. The Deerfield Beach High School Outpatient
31 Family Health Center as identified in the Conference Report on

1 HB 4201 is hereby renamed the "Amadeo Trinchitella Health
2 Clinic."
3 Section 15. The new wing at Florida Atlantic
4 University at St. Lucie West as identified in Specific
5 Appropriation 209A of the Conference Report on HB 4201 is
6 designated as the "I.A. 'MAC' Mascioli Education Wing."
7 Section 16. (1) That portion of SW 1st Street between
8 9th and 10th Avenue in Miami is hereby designated as
9 "Lincoln-Marti Boulevard."
10 (2) The Department of Transportation is directed to
11 erect suitable markers designating the "Lincoln-Marti
12 Boulevard" as described in subsection (1).
13 Section 17. This act shall take effect upon becoming a
14 law.
