17 Section 1. Paragraphs (t) and (u) are added to
18 subsection (4) of section 320.08056, Florida Statutes, to
19 read:
20 320.08056 Specialty license plates.--
21 (4) The following license plate annual use fees shall
22 be collected for the appropriate specialty license plates:
23 (t) Keep Kids Drug Free license plate, $25.
24 (u) Florida Sheriffs Youth Ranches license plate, $20.
25 Section 2. Subsections (20) and (21) are added to
26 section 320.08058, Florida Statutes, to read:
27 320.08058 Specialty license plates.--
28 (20) KEEP KIDS DRUG FREE LICENSE PLATES.--
29 (a) The department shall develop a Keep Kids Drug Free
30 license plate as provided in this section. The word "Florida"
31 must appear at the top of the plate, and the words "Keep Kids

1 Drug Free" must appear at the bottom of the plate.
2 (b) The annual use fees shall be distributed to the
3 Keep Kids Drug-Free Foundation, Inc., which shall use the fees
4 to fund activities to reduce substance abuse among residents
5 of this state. The foundation shall develop a plan to
6 distribute the funds for drug-abuse prevention programs.
7 1. Notwithstanding s. 320.08062, up to 10 percent of
8 the proceeds from the annual use fee may be used for marketing
9 the Keep Kids Drug Free license plate and administrative costs
10 directly related to the management and distribution of the
11 proceeds.
12 2. The remaining proceeds from the annual use fee
13 shall be used for programs and activities to reduce substance
14 abuse among Florida residents.
15 (21) FLORIDA SHERIFFS YOUTH RANCHES LICENSE PLATES.--
16 (a) The department shall develop a Florida Sheriffs
17 Youth Ranches license plate as provided in this section. The
18 word "Florida" must appear at the top of the plate, and the
19 words "Sponsored by the Florida Sheriffs Association" must
20 appear at the bottom of the plate. The Florida Sheriffs Youth
21 Ranches logo must appear on the left quarter of the plate,
22 surrounded by the words "Florida Sheriffs Youth Ranches," and
23 the words "Preventing delinquency since 1957" must appear
24 below the numerals on the plate.
25 (b) The annual use fees shall be distributed to the
26 Florida Sheriffs Youth Ranches, Inc., for its operations.
27 Section 3. This act shall take effect July 1 of the
28 year in which enacted.
