1 A bill to be entitled
2 An act relating to specialty license plates;
3 amending s. 320.08056, F.S.; providing for a
4 Keep Kids Drug Free license plate; providing
5 for an annual use fee for such plates; amending
6 s. 320.08058, F.S.; providing for the
7 distribution and uses of the annual use fee;
8 providing an effective date.

10 WHEREAS, it is the mission of the Keep Kids Drug-Free
11 Foundation, Inc., to reduce the incidence of drug abuse in
12 children and their families and to enhance public safety, and
13 WHEREAS, illegal drug use and related crime among
14 children and their families has reached an alarming rate, and
15 WHEREAS, illegal drug abuse contributes to the demise
16 of productive families and individuals, and
17 WHEREAS, illegal drug use increases unnecessary
18 dependence on public systems, and
19 WHEREAS, research has proven that treatment and
20 prevention efforts have resulted in a decrease in health care
21 costs, NOW, THEREFORE,

23 Be It Enacted by the Legislature of the State of Florida:

25 Section 1. Paragraph (s) is added to subsection (4) of
26 section 320.08056, Florida Statutes, 1996 Supplement, to read:
27 320.08056 Specialty license plates.--
28 (4) The following license plate annual use fees shall
29 be collected for the appropriate specialty license plates:
30 (s) Keep Kids Drug Free license plate, $25.

1 Section 2. Subsection (19) is added to section
2 320.08058, Florida Statutes, 1996 Supplement, to read:
3 320.08058 Specialty license plates.--
4 (19) KEEP KIDS DRUG FREE LICENSE PLATES.--
5 (a) The Department of Highway Safety and Motor
6 Vehicles shall develop a Keep Kids Drug Free license plate as
7 provided in this section. The word "Florida" must appear at
8 the top of the plate, and the words "Keep Kids Drug Free" must
9 appear at the bottom of the plate.
10 (b) The license plate annual use fees are to be
11 distributed as follows:
12 1. All fees collected must be forwarded quarterly to
13 the Keep Kids Drug-Free Foundation, Inc.
14 2. The Keep Kids Drug-Free Foundation, Inc., shall
15 distribute a specified amount of fees collected to be used for
16 drug prevention activities throughout the state. The Keep Kids
17 Drug-Free Foundation, Inc., shall develop a plan for the
18 distribution of fees collected, which plan shall be approved
19 by the department.
20 3. A portion of the annual use fees may be used by the
21 Keep Kids Drug-Free Foundation, Inc., for reduction of
22 substance abuse among Florida residents, basic administrative
23 expenses, and the costs associated with the promotion of the
24 license plate.
25 Section 3. This act shall take effect July 1, 1997.

Provides for the creation of a Keep Kids Drug Free
30 specialty license plate and provides for the use and
distribution of the proceeds from the annual use fees
31 from the sale of such plates. See bill for details.
