1 A bill to be entitled
2 An act relating to elections; changing the date
3 of the second primary election in 1998;
4 ensuring that dates tied to the date of the
5 second primary remain unchanged, with specified
6 exceptions; providing an effective date.

8 WHEREAS, the second primary election in 1998 falls on
9 September 29, 1998, and
10 WHEREAS, Yom Kippur, or the Jewish Day of Atonement,
11 which is a day marked by fasting and continuous prayers of
12 repentance, occurs on that day, and
13 WHEREAS, the conducting of the second primary election
14 on September 29, 1998, would cause great hardship to voters of
15 the Jewish faith, causing many to be unable to vote and
16 prohibiting many from participating as election workers or
17 participating in other election activities, NOW, THEREFORE,

19 Be It Enacted by the Legislature of the State of Florida:

21 Section 1. Notwithstanding section 100.091, Florida
22 Statutes, or any other law to the contrary, the date of the
23 second primary election in 1998 is changed from Tuesday,
24 September 29, 1998, to Thursday, October 1, 1998. However,
25 for purposes of the 1998 general election cycle, all dates in
26 the Florida Election Code tied to the date of the second
27 primary election remain set as if the second primary election
28 were to be held on September 29, 1998, except that elections
29 to be held in conjunction with the second primary election
30 shall be held on October 1, 1998, and restrictions on changes
31 in party affiliation between the first and second primary

1 elections shall remain in effect for the extended period
2 resulting from the change in the date of the second primary
3 election effected by this act.
4 Section 2. This act shall take effect upon becoming a
5 law.

Changes the date of the second primary election in 1998
10 from Tuesday, September 29, 1998, to Thursday, October 1,
1998, to eliminate a conflict with Yom Kippur, the Jewish
11 Day of Atonement. Ensures that dates tied to the date of
the second primary remain unchanged, except that
12 elections scheduled to be held in conjunction with the
second primary election shall be held on the rescheduled
13 date and the prohibition against effecting changes in
party affiliation between the first and second primary
14 elections shall remain in effect for the extended period
resulting from the change in the date of the second
15 primary election.
