14 On page 54, between lines 13 and 14,

16 insert:
17 Section 24. There is established the Employment Task
18 Force for Adults with Disabilities, to be composed of an equal
19 number of members appointed by the Commissioner of Education
20 and the Executive Director of the State Board of Community
21 Colleges. The commissioner shall appoint an additional member
22 to serve as chairperson. Composition of the task force must
23 include representation from organizations and state agencies
24 that provide services to people with disabilities and people
25 who receive services through programs that enroll adults with
26 disabilities.
27 (1) The task force shall:
28 (a) Review current programs that provide education for
29 adults with disabilities and identify those that are
30 appropriately funded by the Workforce Development Education
31 Fund or the categorical fund created in Specific

1 Appropriations 119-A and 157-A of the Conference Report on
2 House Bill 4201. If the task force identifies programs that
3 are appropriate for funding from both sources, it shall define
4 conditions of the programs or the students that make the dual
5 funding appropriate.
6 (b) Identify and classify programs conducted for
7 adults with disabilities and report the number of adults with
8 disabilities enrolled in those programs and in other workforce
9 development education programs during the 1997-1998 and
10 1998-1999 school years.
11 (c) Review the expenditure of funds by school
12 districts and community colleges for educational programs for
13 adults with disabilities. This review includes identifying
14 programs in which funds are used with maximum efficiency and
15 an analysis of the characteristics of effective and efficient
16 funding methods.
17 (d) Identify and recommend remedies for conditions
18 that could preclude the participation of people who are
19 capable of working toward competitive employment.
20 (2) The Department of Education shall provide staff to
21 assist the task force. Task force members may be reimbursed
22 for travel expenses as provided in section 112.061, Florida
23 Statutes.
24 (3) The task force shall submit a report to the
25 Commissioner of Education by December 1, 1998. The report may
26 include recommendations for changes in policy, rule, or law to
27 increase the effectiveness of programs that enroll adults with
28 disabilities.
