17 Section 49. Subsection (2) of section 186.021, Florida
18 Statutes, is amended to read:
19 186.021 State agency strategic plans.--
20 (1) A state agency strategic plan shall be a statement
21 of the priority directions an agency will take to carry out
22 its mission within the context of the state comprehensive plan
23 and any other statutory mandates and authorizations given to
24 the agency. Each state agency strategic plan must identify
25 infrastructure needs, capital improvement needs, and
26 information resources management projects or initiatives that
27 involve more than one agency, that have an outcome that
28 impacts another agency, or that exceed $500,000 in total cost
29 over a 1-year period. Each agency strategic plan shall specify
30 those objectives against which will be judged the agency's
31 achievement of its goals and the goals of the state

1 comprehensive plan. The state agency strategic plan shall be
2 consistent with and shall further the goals of the state
3 comprehensive plan.
4 (2) A state agency strategic plan shall be developed
5 with a 5-year outlook and shall provide the strategic
6 framework within which an agency's legislative budget request
7 is developed. An agency's budget shall be designed to further
8 the agency's strategic plan. Each state agency strategic plan
9 must include a summary of all moneys that were spent by or
10 otherwise passed through the agency during the preceding
11 fiscal year and an estimate of same for the current fiscal
12 year. All such spending or handling estimates must be divided
13 into major product or service categories and further expressed
14 in unit costs, and the unit-cost totals must be equal to the
15 total amount of moneys that were spent by or otherwise passed
16 through the agency. At the regular session immediately
17 following the submission of the agency strategic plan pursuant
18 to s. 186.022(1), the Legislature shall reduce in the General
19 Appropriations Act for the ensuing fiscal year, by an amount
20 equal to at least 10 percent of the allocation for the fiscal
21 year preceding the current fiscal year, the funding of each
22 state agency that fails to submit the agency strategic plan
23 and summary required by this section as prescribed by the
24 instructions prepared pursuant to s. 186.022(2).
25 Section 50. The Florida Financial Management
26 Information System Coordinating Council shall prepare a report
27 and make recommendations to the Governor and Legislature by
28 June 30, 1999, regarding the necessity, feasibility and costs
29 associated with enhancements to the FLAIR subsystem to support
30 agencies to provide unit cost information to the Governor and
31 the Legislature.

8 budget or program request a summary of all

10 through the agency during the preceding fiscal
11 year; providing requirements for such summary;
12 providing for a reduction in funding for
13 failure to submit such summary or for
14 submission of a summary that does not meet the
15 established requirements;
