13         Amendment (with title amendment) 

14         On page 62, between lines 21 and 22 of the bill

15

16  insert:

17         Section 49.  Each state agency must submit to the

18  Legislature and to the Governor with its final legislative

19  budget or program budget request submitted under s. 216.023 or

20  s. 216.0235, Florida Statutes, as applicable, a summary of all

21  moneys that were spent by or otherwise passed through the

22  agency during the preceding fiscal year. All such spending or

23  handling must be divided into major product or service

24  categories and further expressed in unit costs, and the

25  unit-cost totals must be equal to the total amount of moneys

26  that were spent by or otherwise passed through the agency. At

27  the regular session immediately following the submission of

28  such budget and program budget requests, the Legislature shall

29  reduce in the General Appropriations Act for the ensuing

30  fiscal year, by an amount equal to at least 10 percent of the

31  allocation for the fiscal year preceding the current fiscal

10  insert immediately after the semicolon:

11         requiring each state agency to submit with its

12         final legislative budget or program request a

13         summary of all moneys that were spent by or

14         otherwise passed through the agency during the

15         preceding fiscal year; providing requirements

16         for such summary; providing for a reduction in

17         funding for failure to submit such summary or

18         for submission of a summary that does not meet

19         the established requirements;
