14         On page 1, line 23 through page 2, line 8,

15  remove from the bill:  all said lines

17  and insert in lieu thereof:  Art. I of the State Constitution.

18  However, the physician of, or, any person who has been bitten,

19  scratched, or otherwise exposed to a zoonotic disease and a

20  veterinarian who is treating an animal that has been bitten,

21  scratched, or otherwise exposed to a zoonotic disease or the

22  owner of an animal that has been bitten, scratched, or

23  otherwise exposed to a zoonotic disease, shall be provided

24  with any information contained in a rabies vaccination

25  certificate but only with respect to the particular animal

26  biting, scratching, or otherwise causing exposure.  Any person

27  with an animal tag number may receive vaccination certificate

28  information with regard to that animal.  Federal, state, and

29  local law enforcement and prosecutorial agencies; other animal

30  control authorities; and emergency and medical response,

31  disease control, or other governmental health agencies shall

 1  be provided information contained in the rabies vaccination

 2  certificate for the purpose of controlling the transmission of

 3  rabies; however, they must not release such information to the

 4  public.  Any person, pursuant to a written request, may view

 5  or copy any individual rabies vaccination certificate, one

 6  record at a time.  A copy of any existing database may be

 7  obtained provided that the owner's name, street address, and

 8  phone number, and the animal tag number, are not made

 9  available.
