  1                      A bill to be entitled

  2         An act relating to education; establishing a

  3         study commission to determine the need for

  4         creating a statewide residential mathematics

  5         and sciences academy; providing commission

  6         membership and duties; requiring presentation

  7         of findings and recommendations; providing an

  8         effective date.

10  Be It Enacted by the Legislature of the State of Florida:

11

12         Section 1.  (1)  There is established the Mathematics

13  and Sciences Study Commission to determine the need for

14  creating a statewide residential mathematics and sciences

15  academy which would be available to students in grades 9

16  through 12 throughout the state.  The commission shall study

17  the possibility of creating an academy in connection with the

18  State University System and Enterprise Florida, Inc.

19         (2)  Members of the commission shall be appointed as

20  follows:

21         (a)  The Governor shall appoint four members, including

22  a member of the Enterprise Florida Board of Directors, a

23  principal or administrator of a Florida public school, and a

24  member of the Board of Regents.

25         (b)  The President of the Senate and the Speaker of the

26  House of Representatives shall each appoint a member of the

27  majority party and a member of the minority party of their

28  respective houses.

29         (c)  The Commissioner of Education shall appoint four

30  members, including a member of the Enterprise Florida Board of

  1  Directors, a member of the National Science Program, and a

  2  member of the Florida School Board Administrators Association.

  3         (3)  The commission shall elect an executive director

  4  to serve at the request of the full commission.  Regular

  5  meetings shall be held 2 days each month and at such other

  6  times as deemed necessary.

  7         (4)  The commission shall present its findings and

  8  recommendations to the Governor, the President of the Senate,

  9  the Speaker of the House of Representatives, and the

10  Commissioner of Education by January 1, 1998, at which time

11  the commission shall be terminated.  Recommendation for the

12  creation of a statewide residential mathematics and sciences

13  academy must include the proposed location for the academy.

14         Section 2.  This act shall take effect upon becoming a

15  law.
