Florida House of Representatives - 1997 CS/HB 1159 By the Committee on Education Innovation and Representative Meek 1 A bill to be entitled 2 An act relating to education; establishing a 3 study commission to determine the feasibility 4 of creating a residential mathematics and 5 sciences academy; providing commission 6 membership and duties; requiring presentation 7 of findings and recommendations; providing an 8 effective date. 9 10 Be It Enacted by the Legislature of the State of Florida: 11 12 Section 1. (1) There is established the Mathematics 13 and Sciences Study Commission to determine the feasibility of 14 creating a public-private, residential, coeducational academy 15 offering an advanced curriculum in mathematics and sciences 16 for students in grades 11 and 12 using the K-16 philosophy to 17 prepare students for professional careers in Florida. The 18 commission shall determine a private partner, a State 19 University System partner, the locale, and the estimated 20 operating cost for an academy. 21 (2) Members of the commission shall be appointed as 22 follows: 23 (a) The Governor shall appoint five members, including 24 a math or science teacher, a member of the Enterprise Florida 25 Board of Directors, a principal or administrator of a Florida 26 public school, a member of the Board of Regents, and a member 27 of the Florida Commission on Education Reform and 28 Accountability. 29 (b) The President of the Senate and the Speaker of the 30 House of Representatives shall each appoint a member of the 31 1 CODING: Words stricken are deletions; words underlined are additions. Florida House of Representatives - 1997 CS/HB 1159 603-105-97 1 majority party and a member of the minority party of their 2 respective houses. 3 (c) The Commissioner of Education shall appoint five 4 members, including a math or science teacher, a member of the 5 Enterprise Florida Board of Directors, a member of the 6 National Science Program, a member of the Florida School Board 7 Administrators Association, and a member of the Postsecondary 8 Education Planning Commission. 9 (3) The commission shall be staffed by the 10 Postsecondary Education Planning Commission and the Florida 11 Commission on Education Reform and Accountability. Regular 12 meetings may be held 2 days each month and at such other times 13 as the commission deems necessary, after all members have been 14 appointed. 15 (4) Commission members and staff shall receive 16 reimbursement for per diem and travel expenses incurred in the 17 performance of their duties, as provided in s. 112.061, 18 Florida Statutes. 19 (5) The commission shall present its findings and 20 recommendations to the Governor, the President of the Senate, 21 the Speaker of the House of Representatives, and the 22 Commissioner of Education by January 1, 1998, at which time 23 the commission shall be terminated. 24 Section 2.
