9 of public necessity; providing an effective

12 Be It Enacted by the Legislature of the State of Florida:

14 Section 1. Section 741.465, Florida Statutes, is
15 created to read:
16 741.465 Address Confidentiality Program for Victims of
17 Domestic Violence; certain information exempt from
18 disclosure.--The addresses, corresponding telephone numbers,
19 and social security numbers of program participants in the
20 Address Confidentiality Program for Victims of Domestic
21 Violence are exempt from s. 119.07(1) and s. 24(a), Art. I of
22 the State Constitution. For purposes of this section, the
23 term "address" means a residential street address, school
24 address, or work address, as specified on the individual's
25 application to be a program participant in the Address
26 Confidentiality Program for Victims of Domestic Violence.
27 This section is subject to the Open Government Sunset Review
28 Act of 1995 in accordance with s. 119.15, and shall stand
29 repealed on October 2, 2003, unless reviewed and saved from
30 repeal through reenactment by the Legislature.

1 Section 2. The Legislature finds that it is a public
2 necessity that the addresses, corresponding telephone numbers,
3 and social security numbers of program participants in the
4 Address Confidentiality Program for Victims of Domestic
5 Violence be exempt from public records requirements. Release
6 of this information would significantly threaten the safety
7 and security of program participants. Therefore, the harm
8 that would result from such release outweighs any public
9 benefit that might result therefrom.
10 Section 3. This act shall take effect on the effective
11 date of Senate Bill No. , relating to the Address
12 Confidentiality Program for Victims of Domestic Violence, or
13 similar legislation enacted during the 1998 Regular Session of
14 the Legislature.
