13         Senate Amendment (with title amendment) 

14         On page 83, between lines 7 and 8,

15

16  insert:

17         Section 55.  Section 553.905, Florida Statutes, is

18  amended to read:

19         553.905  Thermal efficiency standards for new

20  residential buildings.--Thermal designs and operations for new

21  residential buildings for which building permits are obtained

22  after March 15, 1979, shall at a minimum take into account

23  exterior envelope physical characteristics, HVAC system

24  selection and configuration, HVAC equipment performance, and

25  service water heating design and equipment selection and shall

26  not be required to meet standards more stringent than the

27  provisions of the Florida Energy Efficiency Code for Building

28  Construction.  HVAC equipment mounted in an attic or a garage

29  shall not be required to have supplemental insulation in

30  addition to that installed by the manufacturer.  All new

31  residential buildings, except those herein exempted, shall

 1  have insulation in ceilings rated at R-19 or more, space

 2  permitting. Thermal efficiency standards do not apply to a

 3  building of less than 1,000 square feet which is not primarily

 4  used as a principal residence and which is constructed and

 5  owned by a natural person for hunting or similar recreational

 6  purposes; however, no such person may build more than one

 7  exempt building in any 12-month period.
