1 A bill to be entitled
2 An act relating to law enforcement officers;
3 creating ss. 943.1721 and 943.1722, F.S.;
4 requiring basic skills training and continued
5 employment training for law enforcement
6 officers relating to elderly persons; providing
7 an effective date.

9 Be It Enacted by the Legislature of the State of Florida:

11 Section 1. Section 943.1721, Florida Statutes, is
12 created to read:
13 943.1721 Basic skills training relating to elderly
14 persons.--The commission shall establish standards for
15 instruction of law enforcement officers on the subject of the
16 special needs of elderly persons. Every basic skills course
17 required in order for law enforcement officers to obtain
18 initial certification shall, after January 1, 1999, include a
19 minimum of 16 hours of training in issues relating to elderly
20 persons, which shall include, but not be limited to, training
21 in the recognition of signs of abuse, neglect, and
22 exploitation in elderly persons, awareness of and
23 differentiation between illnesses and diseases common to
24 elderly persons, and appropriate responses to requests for
25 assistance from or involving elderly persons.
26 Section 2. Section 943.1722, Florida Statutes, is
27 created to read:
28 943.1722 Continued employment training relating to
29 elderly persons.--The commission shall by rule require that
30 each officer receive, as part of the 40 hours of required
31 instruction for continued employment or appointment as a law

1 enforcement officer, 4 hours of instruction on the subject of
2 issues relating to elderly persons, which shall include, but
3 not be limited to, training in the recognition of signs of
4 abuse, neglect, and exploitation in elderly persons, awareness
5 of and differentiation between illnesses and diseases common
6 to elderly persons, and appropriate responses to requests for
7 assistance from or involving elderly persons.
8 Section 3. This act shall take effect October 1 of the
9 year in which enacted.

Requires the Criminal Justice Standards and Training
14 Commission to establish standards of instruction and
continued employment training for law enforcement
15 officers on the subject of the special needs of elderly
persons. Provides that every basic skills course required
16 in order for law enforcement officers to obtain initial
certification shall, after January 1, 1999, include a
17 minimum of 16 hours of training in issues relating to
elderly persons. Provides that the commission shall by
18 rule require that each officer receive, as part of the 40
hours of required instruction for continued employment or
19 appointment as a law enforcement officer, 4 hours of
instruction in the subject of issues relating to elderly
20 persons.
