  1                      A bill to be entitled

  2         An act relating to road designation;

  3         designating that portion of State Road 71

  4         extending through Port St. Joe (known as 5th

  5         Street) as "Cecil G. Costin, Sr. Boulevard";

  6         directing the Department of Transportation to

  7         erect suitable markers; providing an effective

  8         date.

  9

10         WHEREAS, one century ago, on September 12, 1897, Cecil

11  G. Costin, Sr., was born in Lyons, Georgia, and

12         WHEREAS, he moved to the area of Port St. Joe, Florida,

13  in 1910 where he spent the remainder of his life, and

14         WHEREAS, on July 19, 1922, he married Lola Pridgeon,

15  who became his life-long companion as they reared a family,

16  ran the family businesses, and served with great distinction

17  within the community, especially in their church, and

18         WHEREAS, Cecil G. Costin, Sr., continued to work in and

19  manage his business until his 100th birthday, which he

20  celebrated with his hundreds of friends and relatives

21  approximately three weeks before his death, and

22         WHEREAS, the exemplary life lived by Cecil G. Costin,

23  Sr., and his great works of charity and Christian living, were

24  a great example and an inspiration to the people of Port St.

25  Joe and the surrounding area, NOW, THEREFORE,

26

27  Be It Enacted by the Legislature of the State of Florida:

28

29         Section 1.  That portion of State Road 71 extending

30  through Port St. Joe (known as 5th Street) is designated the

31  "Cecil G. Costin, Sr. Boulevard."

  1         Section 2.  The Department of Transportation is

  2  directed to erect suitable markers bearing the designation

  3  made by this act.

  4         Section 3.  This act shall take effect July 1, 1998.
