1 A bill to be entitled
2 An act relating to the tax on sales, use, and
3 other transactions; providing that the tax on
4 the sale of an automobile or truck for personal
5 use shall be reduced for a 3-year period;
6 providing for review; providing an effective
7 date.

9 WHEREAS, Florida's families are in need of tax relief,
10 and
11 WHEREAS, the state's revenue outlook for the
12 foreseeable future is bountiful, and
13 WHEREAS, one of the single greatest taxing events for
14 Florida families occurs at the purchase of an automobile, and
15 WHEREAS, the Florida Legislature recognizes the
16 economic value of giving Florida families the opportunity of
17 making further buying decisions to stimulate commerce, trade,
18 and job creation, and
19 WHEREAS, the Florida Legislature understands that the
20 people's money should stay in the hands that toil for its
21 accumulation wherever possible when the just ends of
22 government are substantially financed, NOW, THEREFORE,

24 Be It Enacted by the Legislature of the State of Florida:

26 Section 1. Beginning July 1, 1998, through June 30,
27 2001, the state tax on sales, use, and other transactions
28 imposed by chapter 212, Florida Statutes, on the sale of an
29 automobile or truck for personal use at the rate of 6 percent
30 shall be reduced to a rate of 4 percent. This section does not
31 apply to the purchase of an automobile or truck for commercial

1 use in a business or trade. This section does not affect the
2 rate of any discretionary sales surtax levied under the
3 authority of chapter 212, Florida Statutes. Prior to July 1,
4 2001, the Legislature shall review this rate reduction,
5 considering the economic outlook for the state, and determine
6 whether this rate reduction should be extended.
7 Section 2. This act shall take effect upon becoming a
8 law.

11 LEGISLATIVE SUMMARY

Provides that the state sales tax on the sale of an
13 automobile or truck for personal use shall be reduced
from 6 percent to 4 percent for 3 years, beginning July
14 1, 1998. Provides for review of this reduction by the
Legislature before the reduction expires.
