14 On page 2, line 15 through page 3, line 14, delete
15 those lines

17 and insert:
18 (c) Specifying the federal waivers that are necessary,
19 and which the departments are pursuing, to achieve the
20 provisions of this section and to accomplish the foregoing
21 recommendations.
22 (d) Providing sanctions for each school district and
23 each service district in the Department of Children and Family
24 Services for programs specified in subsection (1) if there is
25 not an established plan toward meeting the minimum set of
26 performance standards and if there is not measurable progress
27 toward meeting the standards.
28 (e) Proposing procedures to develop a local plan to
29 assist each school district in meeting the first state
30 education goal, readiness to start school. The procedures
31 must provide guidelines to enable each school board and the

1 health and human services board for the service area of the
2 school district to develop and jointly approve a plan that
3 includes:
4 1. A method to implement the performance standards for
5 early childhood programs developed by the Department of
6 Education and the Department of Children and Family Services;
7 and
8 2. A report of the number of 4-year-old children in
9 the school district who are eligible for a publicly supported
10 preschool program and a schedule for serving all eligible
11 4-year-old children in programs of quality by the 2000-2001
12 school year.
