3 320.08056, 320.08058, F.S.; creating a Protect
4 Wild Dolphins license plate; providing for the
5 distribution of annual use fees received from
6 the sale of such plates; providing a contingent
7 effective date.

9 Be It Enacted by the Legislature of the State of Florida:

11 Section 1. Paragraph (t) is added to subsection (4) of
12 section 320.08056, Florida Statutes, to read:
13 320.08056 Specialty license plates.--
14 (4) The following license plate annual use fees shall
15 be collected for the appropriate specialty license plates:
16 (t) Protect Wild Dolphins license plate, $20.
17 Section 2. Subsection (20) is added to section
18 320.08058, Florida Statutes, to read:
19 320.08058 Specialty license plates.--
20 (20) PROTECT WILD DOLPHINS LICENSE PLATES.--
21 (a) The department shall develop a Protect Wild
22 Dolphins license plate as provided in this section. The word
23 "Florida" must appear at the top of the plate, and the words
24 "Protect Wild Dolphins" may appear at the bottom of the plate.
25 (b) The annual use fees shall be distributed to the
26 Harbor Branch Oceanographic Institution, Inc., to fund wild
27 dolphins related research. The Harbor Branch Oceanographic
28 Institution, Inc. shall distribute available resources for
29 research of the wild Florida Bottlenose Dolphin. Up to 15
30 percent of the funds received by Harbor Branch Oceanographic
31 Institution, Inc. may be expended for administrative costs

1 directly associated with the operations of the institution. Up
2 to 10 percent of the funds distributed may be used by Harbor
3 Branch Oceanographic Institution, Inc., for continuing
4 promotion and marketing of the license plate. The remainder of
5 the funds must be used to collect, analyze, and archive
6 scientific data regarding the wild dolphin population in
7 Florida waters; provide care and assistance to stranded wild
8 dolphins; distribute information to the scientific community,
9 federal, state, and local government agencies, educational
10 institutions, and the public for the purpose of protecting and
11 preserving wild dolphins; individually identify wild dolphins
12 through a photographic identification program; and advance the
13 research technology associated with tracking and categorizing
14 wild dolphins.
15 (c) The Auditor General may examine any records of the
16 Harbor Branch Oceanographic Institution, Inc., and any other
17 organization that receives funds from the sale of this plate,
18 to determine compliance with law.
19 Section 3. This act shall take effect July 1, 1998.
