11  Senator Crist moved the following amendment:

13         Senate Amendment (with title amendment) 

14         On page 20, between lines 10 and 11,

15

16  insert:

17         Section 15.  An electrical power plant may not use any

18  fossil fuel known as orimulsion, or any combination of water

19  and a heavy hydrocarbon known as bitumen found in or in the

20  vicinity of the Orinoco River Basin in Venezuela, to generate

21  electricity in this state. An independent environmental impact

22  study shall be undertaken and a report with recommendations

23  shall be submitted to the President of the Senate and the

24  Speaker of the House of Representatives by January 1, 1999.

25  When the report is submitted to the Legislature, the ban may

26  be removed if appropriate.
