11  The Committee on Governmental Reform and Oversight recommended

12  the following amendment:

14         Senate Amendment 

15         On page 2, line 29, after the period

16

17  insert:  Additionally, the Legislature finds that it is a

18  public necessity that trade secrets or business or personal

19  financial records remain confidential and exempt after an

20  investigation is completed or ceases to be active because the

21  disclosure of such information would injure the affected party

22  in the marketplace. Further, information that would defame or

23  cause unwarranted damage to the name or reputation of an

24  individual, or jeopardize the safety of an individual, must

25  remain confidential and exempt after an investigation is

26  completed or ceases to be active to protect that individual's

27  name or reputation or personal safety. As well, information

28  that would jeopardize the integrity of another active

29  investigation or that would reveal investigative techniques or

30  procedures must remain confidential and exempt after an

31  investigation is completed or ceases to be active in order to
