  1                      A bill to be entitled

  2         An act relating to license plates; amending ss.

  3         320.08056, 320.08058, F.S.; creating an Edward

  4         Waters College license plate; providing for the

  5         distribution of annual use fees received from

  6         the sale of such plates; providing a contingent

  7         effective date.

  9  Be It Enacted by the Legislature of the State of Florida:

11         Section 1.  Paragraph (s) is added to subsection (4) of

12  section 320.08056, Florida Statutes, 1996 Supplement, to read:

13         320.08056  Specialty license plates.--

14         (4)  The following license plate annual use fees shall

15  be collected for the appropriate specialty license plates:

16         (s)  Edward Waters College license plate, $25.

17         Section 2.  Subsection (19) is added to section

18  320.08058, Florida Statutes, 1996 Supplement, to read:

19         320.08058  Specialty license plates.--

20         (19)  EDWARD WATERS COLLEGE LICENSE PLATES.--

21         (a)  The department shall develop an Edward Waters

22  College license plate as provided in this section. The word

23  "Florida" must appear at the top of the plate, and the words

24  "Edward Waters College" must appear at the bottom of the

25  plate.

26         (b)  The annual use fees shall be distributed as

27  provided in paragraph (3)(b).

28         Section 3.  This act shall take effect July 1, 1997,

29  but it shall not take effect unless it is enacted by at least

30  a three-fifths vote of the membership of each house of the

31  Legislature.
