18 Section 2. The Clean Fuel Florida Task Force.--
19 (1) The Clean Fuel Florida Task Force is hereby
20 established under the Florida Department of Community Affairs
21 (DCA) to study the implementation of alternative fuel and
22 cleaner burning fuel vehicles and to formulate recommendations
23 on expanding the use of alternative fuel and cleaner burning
24 fuel vehicles in Florida. The Task Force will be staffed by
25 the DCA which will be reimbursed for responsible costs and
26 expenses in support of Task Force activities and as determined
27 by the Task Force.
28 (2) Within 30 days after the effective date of this
29 legislation, the Secretary of the Florida Department of
30 Community Affairs shall appoint members of the Task Force.
31 The Task Force shall consist of one representative from each

17 City Coalition;
18 (k) Enterprise Florida;
19 (l) Florida Alliance for Clean Technology;
20 (m) Florida Petroleum Marketers Association;
21 (n) Florida Petroleum Council;
22 (o) Florida Association of Counties;
23 (p) Florida League of Cities.
24 (3) Task Force members shall receive no compensation
25 or honorarium for their services, but will be reimbursed for
26 travel expenses in accordance with policy set forth by this
27 Task Force.
28 (4) The Task Force shall hold its first meeting within
29 30 days of membership appointment. Within 90 days of their
30 first meeting, Task Force members shall make recommendations
31 to DCA for establishing and implementing pilot programs in

1 Florida that provide experience and support the best use
2 expansion of the alternative fuel vehicle and cleaner burning
3 fuel industry in Florida. Recommendations shall include, but
4 not be limited to, formulas for distribution, reporting
5 mechanisms, and public education. In conjunction with DCA,
6 the Task Force will develop, implement, and continually
7 monitor the pilot programs.
8 (5) In addition to the pilot programs, the Task Force
9 shall assess federal, state, and local initiatives to identify
10 incentives that encourage successful alternative fuel vehicles
11 and cleaner burning programs, and identify what barriers now
12 exist. These recommendations will provide guidance on the
13 best use of state and other resources to expand the
14 alternative fuel vehicle and cleaner burning market in Florida
15 and maximize the return on that investment in terms of job
16 creation, economic development, and mobile source emissions
17 reduction.
18 (6) For the purposes of this legislation:
19 (a) "Alternative fuels" and "cleaner burning fuels"
20 includes electricity, biodiesel, natural gas, propane,
21 reformulated fuel and any other cleaner burning fuel that is
22 designated by the United States Environmental Protection
23 Agency.
24 (b) "Alternative fuel vehicles" also referred to as
25 "AFV's" include on-and-off-road transportation vehicles,
26 light-duty, medium-duty, or heavy-duty which are powered by an
27 alternative fuel or a combination of alternative fuels or as
28 revised in the future by DCA in partnership with the Task
29 Force.
