14 On page 23, between lines 3 and 4,

16 and insert:
17 Section 19. Legislative intent.--The Legislature
18 recognizes tha t the purchase of a boat or other waterborne
19 vessel is a major consumer purchase and that a defective boat
20 or other waterborne vessel creates a hardship for the
21 consumer. The Legislature recognizes that a review of such
22 considerations as industry practices, existing regulations,
23 the extent of consumer abuse or unfair trade practices, if
24 any, and fiscal impact is necessary in order to determine
25 whether adoption of a cost-effective system will benefit the
26 residents of this state.
27 Section 20. Notwithstanding the proviso language
28 preceding line item 1061 of HB4201 to the contrary, the
29 Florida Boating Advisory Council, in lieu of the Attorney
30 General, shall conduct a series of workshops that shall
31 include broad representation from the marine manufacturing

1 industry and vessel sales and service industry (dealers) and
2 consumers. The Department of Agriculture and Consumer Services
3 shall appoint representation to the workshops.
4 (2) By March 1, 1999, the Florida Boating Advisory
5 Council shall report to the Legislature the findings and
6 recommendations resulting from these workshops.
7 (3) Upon submission of the report to the Legislature,
8 this section shall stand repealed.
