17 Section 14. The Clean Fuel Florida Task Force.--
18 (1) The Clean Fuel Florida Task Force is hereby
19 established under the Florida Department of Community Affairs
20 (DCA) to study the implementation of alternative fuel and
21 cleaner burning fuel vehicles and to formulate recommendations
22 on expanding the use of alternative fuel and cleaner burning
23 fuel vehicles in Florida. The Task Force will be staffed by
24 the DCA which will be reimbursed for responsible costs and
25 expenses in support of Task Force activities and as determined
26 by the Task Force.
27 (2) Within 30 days after the effective date of this
28 legislation, the Secretary of the Florida Department of
29 Community Affairs shall appoint members of the Task Force.
30 The Task Force shall consist of one representative from each
31 of the following:

15 (j) Florida Suncoast, Gold Coast or Space Coast Clean
16 City Coalition;
17 (k) Enterprise Florida;
18 (l) Florida Alliance for Clean Technology;
19 (m) Florida Petroleum Marketers Association;
20 (n) Florida Petroleum Council;
21 (o) Florida Association of Counties;
22 (p) Florida League of Cities.
23 (3) Task Force members shall receive no compensation
24 or honorarium for their services, but will be reimbursed for
25 travel expenses in accordance with policy set forth by this
26 Task Force.
27 (4) The Task Force shall hold its first meeting within
28 30 days of membership appointment. Within 90 days of their
29 first meeting, Task Force members shall make recommendations
30 to DCA for establishing and implementing pilot programs in
31 Florida that provide experience and support the best use

1 expansion of the alternative fuel vehicle and cleaner burning
2 fuel industry in Florida. Recommendations shall include, but
3 not be limited to, formulas for distribution, reporting
4 mechanisms, and public education. In conjunction with DCA,
5 the Task Force will develop, implement, and continually
6 monitor the pilot programs.
7 (5) In addition to the pilot programs, the Task Force
8 shall assess federal, state, and local initiatives to identify
9 incentives that encourage successful alternative fuel vehicles
10 and cleaner burning programs, and identify what barriers now
11 exist. These recommendations will provide guidance on the
12 best use of state and other resources to expand the
13 alternative fuel vehicle and cleaner burning market in Florida
14 and maximize the return on that investment in terms of job
15 creation, economic development, and mobile source emissions
16 reduction.
17 (6) For the purposes of this legislation:
18 (a) "Alternative fuels" and "cleaner burning fuels"
19 includes electricity, biodiesel, natural gas, propane,
20 reformulated fuel and any other cleaner burning fuel that is
21 designated by the United States Environmental Protection
22 Agency.
23 (b) "Alternative fuel vehicles" also referred to as
24 "AFV's" include on-and-off-road transportation vehicles,
25 light-duty, medium-duty, or heavy-duty which are powered by an
26 alternative fuel or a combination of alternative fuels or as
27 revised in the future by DCA in partnership with the Task
28 Force.
