  1                      A bill to be entitled

  2         An act relating to the City of Pensacola,

  3         Escambia County; amending chapter 15425, Laws

  4         of Florida, 1931, as amended; revising the

  5         charter of the city to provide that the city

  6         council may adopt its budget, and amendments

  7         thereto, by ordinance or resolution; providing

  8         an effective date.

10  Be It Enacted by the Legislature of the State of Florida:

12         Section 1.  Section 5 of chapter 15425, Laws of

13  Florida, 1931, as amended by chapter 71-854, Laws of Florida,

14  is amended to read:

15         Section 5.  MEETINGS OF COUNCIL; BUDGET.--

16         (1)  At 12:00 noon on the second Monday of June

17  following the regular municipal election, the council shall

18  meet in the council chamber of the city hall and the newly

19  elected members shall assume the duties of office.  Thereafter

20  the council shall meet at such times as may be prescribed by

21  ordinance or resolution, but not less frequently than once

22  each month.  Special meetings shall be called by the clerk

23  upon request of the mayor, city manager, or three (3) members

24  of the council.  Any such notice shall state the subject or

25  subjects to be considered at the special meeting and no other

26  subject shall be considered.  All meetings of the council and

27  of the committees thereof shall be open to the public, and the

28  rules of the council shall provide that the citizens of the

29  city shall have a reasonable opportunity to be heard at any

30  such meetings in regard to any matter considered thereat.

  1         (2)  The council may adopt its budget and any

  2  amendments thereto by ordinance or resolution.

  3         Section 2.  This act shall take effect upon becoming a

  4  law.
