17  and insert in lieu thereof:  Paragraphs (c) and (d) shall not

18  apply to persons without legal representation, and in such

19  cases the provisions of s. 120.54(5)(b)4., shall be liberally

20  construed to permit substantial compliance. In the case of

21  persons without legal representation, the agency shall assist

22  such persons to achieve substantial compliance with s.

23  120.54(5)(b)4., without discussing the petition.
