1 A bill to be entitled
2 An act relating to environmental protection;
3 requiring persons engaged in certain activities
4 with respect to certain projects to submit
5 certain information; denying standing to bring
6 certain actions under certain circumstances;
7 providing an effective date.

9 Be It Enacted by the Legislature of the State of Florida:

11 Section 1. In addition to the provisions of chapters
12 120, 373, and 403, Florida Statutes, any person who files or
13 intends to file any objection, raise any issue of fact, or
14 allege any violation of any provision of chapter 373 or
15 chapter 403, Florida Statutes, or any rule adopted under such
16 chapters, relating to any project for which a permit is
17 required under chapter 373 or chapter 403, Florida Statutes,
18 shall, concurrently with such action or activity, submit
19 technical or scientific information which supports such
20 objection, contention, or allegation. A person who fails to
21 comply with the requirements of this section shall not have
22 standing to bring any administrative or judicial action under
23 chapter 120, Florida Statutes, or under any provision of
24 chapter 373 or chapter 403, Florida Statutes, relating to such
25 project.
26 Section 2. This act shall take effect upon becoming a
27 law.

5 adopted under such chapters, relating to any project for
which a permit is required under ch. 373 or ch. 403,
6 F.S., shall, concurrently with such action or activity,
submit technical or scientific information which supports
7 the objections, contentions, or allegations. Denies
standing to persons who fail to comply with such
8 requirements.
