1 A bill to be entitled
2 An act relating to notices of tax levies;
3 amending s. 200.065, F.S.; revising the notice
4 that must be published by taxing authorities
5 other than school districts if they tentatively
6 adopt a millage rate in excess of 100 percent
7 of the rolled-back rate; redesignating the
8 document as a notice of tax levy, rather than a
9 notice of proposed tax increase; providing an
10 effective date.

12 Be It Enacted by the Legislature of the State of Florida:

14 Section 1. Paragraph (a) of subsection (3) of section
15 200.065, Florida Statutes, is amended to read:
16 200.065 Method of fixing millage.--
17 (3) The advertisement shall be no less than
18 one-quarter page in size of a standard size or a tabloid size
19 newspaper, and the headline in the advertisement shall be in a
20 type no smaller than 18 point. The advertisement shall not be
21 placed in that portion of the newspaper where legal notices
22 and classified advertisements appear. The advertisement shall
23 be published in a newspaper of general paid circulation in the
24 county or in a geographically limited insert of such
25 newspaper. The geographic boundaries in which such insert is
26 circulated shall include the geographic boundaries of the
27 taxing authority. It is the legislative intent that, whenever
28 possible, the advertisement appear in a newspaper that is
29 published at least 5 days a week unless the only newspaper in
30 the county is published less than 5 days a week, or that the
31 advertisement appear in a geographically limited insert of

1 such newspaper which insert is published throughout the taxing
2 authority's jurisdiction at least twice each week. It is
3 further the legislative intent that the newspaper selected be
4 one of general interest and readership in the community and
5 not one of limited subject matter, pursuant to chapter 50.
6 (a) For taxing authorities other than school districts
7 which have tentatively adopted a millage rate in excess of 100
8 percent of the rolled-back rate computed pursuant to
9 subsection (1), the advertisement shall be in the following
10 form:

18 SENATE SUMMARY
19 Amends the notice that must be published by a taxing
authority other than a school district which has
20 tentatively adopted a millage rate in excess of 100
percent of the rolled-back rate. Redesignates the notice
21 of proposed tax increase as a notice of tax levy and
amends the format of the notice accordingly.
