  1                      A bill to be entitled

  2         An act relating to youth employment; creating

  3         the "Florida Comprehensive Youth Employment

  4         Act"; requiring that each state agency having

  5         an annual budget in excess of a specified

  6         amount include a separate budget category for

  7         youth employment; providing for a portion of

  8         such budget category to include the employment

  9         of minority youths; providing an effective

10         date.

12  Be It Enacted by the Legislature of the State of Florida:

13

14         Section 1.  (1)  This section may be cited as the

15  "Florida Comprehensive Youth Employment Act."

16         (2)  Each state agency having an annual budget of $1

17  million or more shall establish a separate category in its

18  legislative budget request submitted under section 216.031,

19  Florida Statutes, which must include specific provision for

20  youth employment.  Each such budget request may, at the

21  discretion of the agency head, include a portion within the

22  specific provision for youth employment for the employment of

23  minority youths, and each such request must be carried forward

24  in the Governor's recommended budget submitted to the

25  Legislature in accordance with sections 216.151, 216.162, and

26  216.163, Florida Statutes.

27         Section 2.  This act shall take effect upon becoming a

28  law.
