17 Section 1. Subsection (9) is added to section 240.498,
18 Florida Statutes, to read:
19 240.498 Florida Education Fund.--
20 (9) There is created the Community College Faculty
21 Diversity Program of the Florida Education Fund, a
22 collaborative effort of the State Board of Community Colleges
23 and the Florida Education Fund, to provide the opportunity for
24 ethnic minorities and women to attain greater representation
25 as faculty, executive, administrative, and managerial
26 personnel in the State Community College System. The faculty
27 diversity program shall be limited to a fellowship program to
28 be administered by the board of directors of the Florida
29 Education Fund for this purpose.
30 (a) The board of directors shall provide, from funds
31 appropriated for this purpose, financial, academic, and other

1 support to those who are selected for participation in this
2 program.
3 (b) The selection of participants must be made in
4 accordance with policies established by the Florida Education
5 Fund and adopted by the board of directors for that purpose
6 and must be based, at least in part, on an assessment of
7 potential for success, merit, and financial need. Such
8 selection must be based in part upon whether the participants
9 will be representative of geographic areas throughout the
10 state. First preference must be given to participants who are
11 employed by institutions where ethnic minorities and women are
12 underrepresented in faculty and executive-level positions.
13 (c) Funds for this program must be appropriated
14 directly to the Florida Education Fund to be distributed
15 appropriately between the sponsoring institution and the
16 selected fellows.
17 (d) Participants must agree in writing to return to
18 the employing community college for a period of time equal to
19 the amount of time for which the participant received aid, up
20 to 3 years, or to repay the amount of aid received.
21 (e) During the period of participation, the community
22 college that employs the fellow must agree to continue the
23 fellow on the payroll at full salary and benefits, based on
24 the salary earned by the participant at the time of initial
25 entry into the program.
26 Section 2. This act shall take effect July 1, 1998.

6 Faculty Diversity Program; providing for

8 repayment; providing requirements of
9 participants' employers; providing an effective
10 date.

12 WHEREAS, the Florida Legislature recognizes the
13 underrepresentation of ethnic and gender minorities as faculty
14 and executive, administrative, and managerial personnel in
15 Florida community colleges, and
16 WHEREAS, the Florida Legislature is interested in
17 increasing the number of ethnic and gender minorities employed
18 in these positions, and
19 WHEREAS, national availability statistics indicate a
20 severe shortage of minorities holding the requisite degrees to
21 enter the pool as faculty senior-level employees in Florida
22 community colleges, and
23 WHEREAS, the Florida Legislature wishes to establish a
24 means by which to develop, use, promote, and maintain human
25 resources currently employed in the Florida Community College
26 System, NOW, THEREFORE,
