2 An act relating to driver licenses; amending s.
3 316.646, F.S.; providing that certain drivers
4 whose licenses have been suspended shall be
5 required to attend a "financial responsibility
6 and highway safety education" course approved
7 by the Department of Highway Safety and Motor
8 Vehicles; providing an effective date.

10 Be It Enacted by the Legislature of the State of Florida:

12 Section 1. Subsection (5) is added to section 316.646,
13 Florida Statutes, 1996 Supplement, to read:
14 316.646 Security required; proof of security and
15 display thereof; dismissal of cases.--
16 (5) With respect to an operator or owner whose
17 driver's license or registration has been suspended pursuant
18 to this section or s. 627.733, the department shall, beginning
19 on July 1, 1997, require that the operator or owner, as a
20 condition of reinstatement and in addition to any other
21 applicable requirements, attend a "financial responsibility
22 and highway safety education" course approved by the
23 department. The department shall approve such courses whose
24 content shall be designed to educate and promote the awareness
25 of persons with respect to the relationship between highway
26 safety and financial responsibility in the ownership and
27 operation of motor vehicles.
28 Section 2. This act shall take effect upon becoming a
29 law.

Provides, with respect to described drivers or owners of

been suspended, that such drivers or owners shall be
5 required to attend a "financial responsibility and
highway safety education" course approved by the
