  1                      A bill to be entitled
  2         An act relating to the Florida Bright Futures
  3         Scholarship Program; amending s. 240.40201,
  4         F.S.; requiring the Department of Education to
  5         establish standards based on student financial
  6         need; providing requirements; providing an
  7         effective date.

  9  Be It Enacted by the Legislature of the State of Florida:

11         Section 1.  Subsection (1) of section 240.40201,
12  Florida Statutes, is amended to read:
13         240.40201  Florida Bright Futures Scholarship
14  Program.--
15         (1)(a)  The Florida Bright Futures Scholarship Program
16  is created to establish a lottery-funded scholarship program
17  to reward any Florida high school graduate who merits
18  recognition of high academic achievement and who enrolls in an
19  eligible Florida public or private postsecondary education
20  institution within 3 years of graduation from high school.
21         (b)  The Department of Education shall establish
22  standards for the Florida Bright Futures Scholarship Program
23  based on financial need. In establishing these standards, the
24  department shall consider that the goal of this program is to
25  help provide the opportunity for postsecondary education for
26  every student who has the desire and the ability to obtain
27  such education. Towards this end, the department shall
28  establish standards for financial need as follows:
29         1.  The student's total family income, the total number
30  of dependents in the student's family, and other sources of

  1  financial assistance, including other scholarships available
  2  to the student, shall be considered.
  3         2.  No student whose total family net worth is less
  4  than $1 million shall be excluded from the Florida Bright
  5  Futures Scholarship Program.
  6         Section 2.  This act shall take effect July 1 of the
  7  year in which enacted.
