11  Representative(s) Sanderson, Lynn, and Frankel offered the

12  following:

14         Amendment (with title amendment) 

15  remove from the bill:  Everything after the enacting clause

16

17  and insert in lieu thereof:  Section 1.  The Department of

18  Children and Family Services shall contract with a private

19  nonprofit corporation to implement the Healthy Families

20  Florida program.  The private nonprofit corporation shall be

21  incorporated for the purpose of identifying, funding,

22  supporting, and evaluating programs and community initiatives

23  to improve the development and life outcomes of children and

24  to preserve and strengthen families with a primary emphasis on

25  prevention.  The private nonprofit corporation shall implement

26  the program.  The program shall work in partnership with

27  existing community-based home visitation and family support

28  resources to provide assistance to families in an effort to

29  prevent child abuse.  The program shall be voluntary for

30  participants and shall require the informed consent of the

31  participants at the initial contact.  The Kempe Family Stress

 1  Checklist shall not be used.

 2         Section 2.  There is hereby appropriated to the

 3  Department of Children and Family Services the sum of $10

 4  million from tobacco settlement receipts residing in the

 5  department's Grants and Donations Trust Fund to implement this

 6  act.

 7         Section 3.  This act shall take effect on July 1 of the

 8  year in which enacted.

17         An act relating to the Department of Children

18         and Family Services; requiring the department

20         corporation to implement the Healthy Families

21         Florida program for child abuse prevention

22         services; providing an appropriation; providing

23         an effective date.
