14         On page 3, line 19, after the period,

16  insert:  Under no circumstances shall an assessment tool use

17  the fact that a person has been spanked or has spanked a child

18  as an indicator of a need for services unless such spanking

19  constitutes harm as defined in s. 415.503(9).
