13         Senate Amendment 

14         On page 9, lines 15 and 16, delete those lines

16  and insert:

17         (i)  Contract to develop and implement an evaluation

18  design for the program in consultation with the Office of

19  Program Policy Analysis and Government Accountability. This

20  design shall include measures of program outputs and outcomes

21  and the unit costs of program services. As part of this

22  design, the corporation, in consultation with the department's

23  inspector general and the Office of Program Policy Analysis

24  and Government Accountability, shall develop a process to

25  ensure the accuracy of these measures and the information

26  contained in the annual report required by paragraph (1).
