11  Senator Williams moved the following amendment:

13         Senate Amendment (with title amendment) 

14         On page 11, between lines 15 and 16,

16  insert:

17         (8)  EVALUATION.--The Office of Program Policy Analysis

18  and Government Accountability shall assess the effectiveness

19  of the Healthy Families Florida Program in achieving the

20  purposes set forth in this section.  In measuring the

21  program's effectiveness, the Office of Program Policy Analysis

22  and Government Accountability shall consider the output,

23  outcome, and unit cost measures established in the evaluation

24  design required under paragraph (5)(i), as well as measures

25  established for the program by the Legislature under

26  performance-based program budgeting.  By June 30, 2002, the

27  Office of Program Policy Analysis and Government

28  Accountability shall deliver its report, including any

29  recommendations, to the President of the Senate, the Speaker

30  of the House of Representatives, the Minority Leader of the

31  Senate, the Minority Leader of the House of Representatives,

 2         (9)  REVIEW AND REPEAL.--The Healthy Families Florida

 3  program shall be reviewed and repealed on June 30, 2003,

 4  unless reenacted by the Legislature before that date.
